About this file
This document is Addendum No. 3 to the Request for Quotation for a financial consultant to provide professional consulting services to the Maryland Department of Aging (MDoA) under a small procurement contract. The consultant will assist MDoA in performing financial reviews for all federal and state grants received by the local area agencies on aging (AAAs) for fiscal years 2021 through 2023. The addendum provides responses to vendor questions, including that the services can be described as "Agreed Upon Procedures" per AICPA standards, and that MDoA may extend the contract term if the total cost can be kept under $100,000, though they ultimately plan to bring this function in-house. The addendum also extends the bid due date to April 15 at 2 PM EDT, provides additional information about the AAAs, and indicates that MDoA and the consultant will work collaboratively to establish deadlines and facilitate the process.
The scope of work is similar to that previously performed by an individual who has since left the organization, but MDoA is expecting a higher quality and more professional output. Bidders are reminded to acknowledge this addendum and ensure their bids are submitted in the latest round through the eMMA procurement system, as failure to do so may result in their bids not being considered.

Vendor Q&A
Q1: The services requested are described as “financial reviews.” Based on the description and the prescriptive nature of the “Fiscal Assessment Questionnaire,” we believe the services should described as “Agreed Upon Procedures (“AUP”)” per Statement on Standards for Attestation No. 19 of the AICPA. Will our agreement be able to reflect AUP as the subject of the contract?
A1: Yes
Q2: The proposed term will not contain an option to extend. Is this a firm decision? If yes, is it because you are planning to bring the function back in-house?
A2: We may extend it if we can keep the total cost under $100K. Ultimately, we do plan to bring this function in-house.
Q3: Can you provide a listing of the agencies on aging (“AAAs”) that will require examination that includes the address, number of grants/programs administered, and the amount of funds received for each AAA.
A3: Please see this link https://aging.maryland.gov/Pages/area-agencies-on-aging.aspx
Also see the attached file (Attachment A), provided in Addendum# 3 Section of the solicitation.

A5: Yes – we will be working collaboratively through the process to coordinate timelines and expectations.
Q6: Could you provide a specimen of the Final Notice of Grant Award (NGA).
A6: Yes – please see the attached document. (Attachment C)
Q7: Kindly consider extending the proposal/Quotation submission date to 4/15/24 to allow for the proper incorporation of responses to questions.
A7: Yes, bid due date will be extended to April 15 @2pm
Q8: Will MDoA provide the listing of payments disbursed by the State by grant and grantee from eCIVIS?
A8: You will be granted access to eCIVIS and trained in its functions.
Q9: Please provide the referenced “Department’s policy.”
A9: Will be provided
Q10: The pdf of Maryland Department of Aging – Fiscal Assessment Report – AAA provided starts on page 9 of 34. Please provide the first eight pages or a complete document.
A10: Please see attached (Attachment D)
Q11: The person who previously performed this function has left your organization. Is MDoA seeking an individual or a firm to perform work previously performed by this individual? Also is the scope of work similar to work performed?
A11: We will not be duplicating the work of the previous employee. The scope of the work will be similar, but we are expecting a higher quality and more professional output.
