About this file

This document is an Addendum to a Request for Quotation (RFQ) issued by the Maryland Department of Aging (MDoA) under the reference number BPM043178 for a MDoA 24-06 Financial Consultant. The Addendum provides responses to vendor questions regarding the scope of work, including the expected level of effort per audit review, the number of reviews to be conducted, and the specific forms required for proposal submission. It also clarifies that there is no incumbent contractor and that the previous employee who filled the role is not eligible to bid on this new contract. The contract term is expected to be approximately six months, without any option to extend.

The RFQ seeks a financial consultant to provide professional services to assist MDoA in performing financial reviews of all federal and state grants received by the Department's nineteen local area agencies on aging (AAAs) for fiscal years 2021 through 2023. MDoA receives approximately $80 million annually in federal and state grants, the majority of which is sub-awarded to the AAAs. The State of Maryland Office of Legislative Audits regularly reviews agency records to ensure compliance with State guidelines regarding sub-awardee oversight, necessitating the need for the financial consultant services.
