About this file
This document is the Maryland Department of Aging (MDoA) Internal Audit Policy, which outlines the process for conducting internal audits of all Area Agencies on Aging (AAA) receiving funding from federal, state, and private sources. The policy states that MDoA is responsible for ensuring all programs receiving Older Americans Act, Administration of Community Living, and state grant funds operate effectively and in compliance. Audits will be conducted at least every 3 years, unless there are extraordinary circumstances requiring more frequent reviews. The audit process includes a risk assessment, information gathering, transaction testing, and exit conferences with AAA leadership.
Additionally, the document includes a related state and local contract opportunity for MDoA to procure a financial consultant to assist in conducting financial reviews of the AAAs for fiscal years 2021 through 2023. The contract will be approximately 6 months in duration, without an option to extend. The Department receives approximately $80 million annually in federal and state grants, the majority of which is sub-awarded to the 19 AAAs for program administration.

Maryland Department of Aging
INTERNAL AUDIT POLICY
(Effective for audit years beginning FY20)
Policy The Maryland Department of Aging (MDoA) will conduct internal audits of all Area Agencies on Aging (AAA) receiving funding from Federal and State regulatory agencies, and from the private sector where applicable. The audits will be conducted at an interval that complies with the funding directives and activity, but no more than a 3-year interval unless there is an extraordinary event/issue which requires a different audit interval. An extraordinary event/issue includes but not limited to, internal control weaknesses; theft; key employee turnover, or other concerns which may impact delivery of AAAs MDoA Programs.
Purpose The MDoA is the administrator and has the fiduciary responsibility to assure funding received from the Older Americans Act (OAA) and Administration of Community Living (ACL) is used in accordance with the grant document and established guidelines. The purpose of this Policy is to provide a means of auditing the AAAs and their compliance with Federal and State Regulations and other guidelines where applicable. In addition, evaluate the compliance with private funds or requirements, and regulations, policies and procedures as deemed applicable.
Scope This policy describes the overall process utilized by the MDoA for the audit of programs carried out by the AAAs and other grantees.
The MDoA has the responsibility to ensure that all programs receiving OAA and ACL funds, State of Maryland grant funds and other programs administered and funded by the MDoA operate effectively and in compliance with the conditions of their respective grant awards.
The audit will cover all financial activity transacted by the AAA during the audit period or periods which is stated in the audit announcement letter.
Responsibility It is the responsibility of MDoA Secretary and Fiscal Director to make certain all of the AAAs are audited in accordance with the Department Policy. It is the responsibility of the Fiscal Director to notify the MDoA Secretary of any issues impeding the completion of audits in a timely manner. It is the Fiscal Director’s responsibility to make sure a draft and final reports are issued timely. If there are circumstances impacting the issuance of the report the Fiscal Director will document the issue and immediately notify the MDoA Secretary of the delay. If needed the AAA will be contacted by the Internal Auditor and/or the Fiscal Director.
Maryland Department of Aging
INTERNAL AUDIT POLICY
Procedure The process requires that MDoA have a system for auditing programs and grantees. This section describes the overall auditing process used by MDoA and similar requirements of the AAAs for subgrantees. The details of the audit and testing is out lined in the audit program.
After the final annual Area Plans from each of the AAAs has been submitted, the Fiscal Director, Chief of Client and Community Services, and the MDoA Secretary, or her/his designee, will complete the AAAs Contract Risk Assessment (CRA) Worksheet prior to the end of the current calendar year.
Based upon the scoring of the CRA Worksheet the audit period for each of the AAAs will be determined for the next calendar year. The Fiscal Director and the IA will review the list of selected AAAs to be audited.
The IA will send, to each AAA, the Fiscal Assessment Report. Each AAA is responsible for completing and returning the Fiscal Assessment Report at least 2-week prior to the commencement of the audit. The Audit Program may be adjusted based upon the CRA Worksheet, the Fiscal Assessment Report and prior audits (the audits may include not only the MDoA, but also any performed by an external firm). The IA will email the selected AAA notifying them an audit will commence on a specific date. If the date presents a problem with the AAA the IA will request a reason and discuss with the Fiscal Director. A reasonable accommodation will be made to reschedule if appropriate. The IA will provide the AAA with a list of reports, documents and schedules/lists needed with the due date (the due date is prior to conducting the audit). After a review of documents, which include but not limited to, the detail general ledger, contracts enforced during the audit period, Aged Accounts Payable and Receivable, Payroll Registers, and a list of vendors, the IA will select transactions for detail testing. The AAA will pull all required documents and related supporting documents, and have ready for the IA upon arrival. The first day of the audit the IA will conduct an entrance conference with the Executive Director and the Program Director to review and obtain an update of activities since the prior audit and discuss the audit process. Additional testing of transactions may be required depending the results of the tested selection or results of an issue that comes to the attention of the IA during the audit. Significant issues raised during the audit that affect MDoA policies are to be immediately brought to the attention of the Fiscal Director, Division Chief, and the MDoA Secretary or Deputy Secretary. Once all testing and field work is completed the IA will schedule an exit conference with the Executive Director and the Program Director to review any findings and address the report process.
Tools used in the development of the audit schedule and consideration in the development of the Audit Program, but not limited to: CRA, Fiscal Assessment, prior audit reports and any Program monitoring’s that were conducted.
There is a separate procedure that is to be followed when conditions are such that a physical presence at the AAA’s offices is not an option. See the COVID-19 Procedures for off-site audits.
