About this opportunity

The Illinois Department of Corrections is soliciting bids on a five-year Master Contract for automatic chlorine analyzers for continuous monitoring across correctional facilities statewide under IFB 26-426DOC-CENTO-B-49498, with bids due June 22, 2026. No set-asides or preference programs are indicated; however, domestic product preferences apply, requiring affirmative declaration that products are manufactured in the United States unless exceptions apply.

The scope includes furnishing, delivering, installing, commissioning, and supporting stand-alone, inline automatic chlorine analyzers at 32 IDOC facilities statewide. Two analyzer configurations are specified as separate line items: free chlorine analyzers and total chlorine analyzers. Each must employ DPD colorimetric or amperometric measurement methods, measure 0.05 to 5.00 mg/L with 0.01 mg/L resolution, achieve 5% accuracy or 0.04 mg/L, and respond in five minutes or less. Analyzers must operate independently without connection to state networks, the internet, or cloud-based platforms and function across 41°F to 104°F ambient temperatures. Installation piping materials vary by facility (PVC, copper, stainless steel). Vendors must provide equipment delivery within 60 calendar days of purchase order release, installation within 30 calendar days of delivery, commissioning within 5 business days of installation, on-site training within 15 calendar days of acceptance, and technical support during 7am–3pm Central Standard Time, Monday through Friday. A manufacturer warranty of not less than one year and initial reagent supply for the first 90 calendar days at no cost are required.

The contract term is five years with a maximum total term not to exceed ten years including extensions. Pricing is firm per purchase order with no specific total maximum disclosed; compensation is structured as individual facility orders with separate billing per facility. No incumbent is identified. Bidders must submit the Vendor Disclosure or IPG Active Registered Vendor Disclosure, Offer to the State of Illinois, and Business Enterprise/Veterans Small Business Program Utilization Plans through BidBuy. Bids must remain firm for 120 days from opening. A $15 fee applies to awarded contracts of $1,000 or more, deducted from the first check and deposited in the Comptroller's Administrative Fund.
