About this opportunity
The Florida Department of Corrections is requesting proposals for laboratory analysis services on water treatment plants, wastewater treatment plants, and groundwater monitoring wells across correctional institutions statewide under ITB-26-083, with bids due December 15, 2026 at 2:30 p.m. Eastern Time. Services must be performed by FDOH and NELAC certified laboratories — the principal capability filter.
The scope includes sample analysis according to EPA, FDEP, and FDOH methodologies; pre-assembled sampling kits; sample collection for Giardia, Cryptosporidium, and monitoring well samples; sample retention and retesting when parameters exceed Maximum Contaminant Levels; immediate notification of violations; and analytical results delivery within specified timeframes (7–10 business days for routine analyses, 24 hours for coliform testing, 24 hours for emergencies). Services are delivered Monday through Friday, 8:30 a.m. to 4:00 p.m. local time, excluding state holidays, with emergency response capability. Pricing is submitted per-unit by parameter across four geographical regions (Panhandle, North Florida, Central Florida, South Florida); bidders must submit bids for all items within a chosen region for responsiveness, though bidding all four regions is not mandatory.
The initial contract term runs up to five years with renewal options for an additional five years at fixed pricing from the bid submission. The Department intends to award to the responsible vendor submitting the lowest grand total per region. Performance consequences include $50 per hour for failure to respond to emergencies within four hours, $15 monthly for late analytical results, $15 per day for late quarterly reports, and 10% of invoice amount per day for incomplete services. The contractor must maintain workers' compensation, commercial general liability, and automobile liability insurance with the Department listed as additional named insured. Bidders must register in MyFloridaMarketPlace within five days of award and are subject to a 1% transaction fee. Written questions are due October 15, 2026; the Department will answer by November 17, 2026. The anticipated award date is January 2027. Bids replace existing contracts ATC-17-023, ATC-17-024, and ATC-17-025. All bids must be submitted in sealed hard copy with an electronic searchable PDF on CD, DVD, or USB flash drive.
