About this opportunity
The Oregon Department of Corrections (ODOC) Purchasing/Contracts Division is soliciting bids through an Invitation to Bid for an estimated 2,640 cases of Mayonnaise Lite, with clarification requests due November 16, 2026 at 9:00 a.m. Pacific and bids closing November 30, 2026 at 9:00 a.m. Pacific. ODOC applies a five percent preference for Oregon goods fabricated or processed entirely in Oregon and a five percent preference for resident bidders headquartered in Oregon, for a combined possible preference of ten percent.
Product must conform to USDA Commercial Item Description A-A-20140E as Type 1 mayonnaise with less than 65% fat content under 21 CFR 101.62, and meet FDA/USDA labeling and food safety standards. Goods require a minimum six-month shelf life from delivery, non-breakable commercial-grade containers, and pallets not exceeding 2,500 pounds. Delivery is to the ODOC Central Distribution Center in Salem in two full truckloads: the first within 40 days of order receipt, and the remainder 30 to 45 days apart or as ODOC schedules. The contractor must prepay all transportation, fuel surcharges, and delivery charges on an FOB Destination basis, and price per unit with no more than four decimal places.
ODOC's historical award price was $31.96 per case as of August 2026, with JNS Foods as the previous contractor. Bids are firm for thirty calendar days from closing and must be submitted only through the OregonBuys system, as emailed bids are non-responsive. Successful bidders must provide certificates of liability insurance within seven calendar days of award and comply with Oregon tax laws. ODOC may request samples, nutritional facts labels, product identification, and manufacturing documentation, and may reject any bid that omits required information or fails to meet specifications.
