About this opportunity

The City of Austin is conducting an Invitation for Bid (IFB) to procure new, unused mattresses, box spring sets, and bed frames for Austin Fire Department and Austin Travis County Emergency Medical Services (ATCEMS). The solicitation seeks Sealy Posturepedic 400 SS Plush Twin sets as a reference standard along with universal metal bed frames to furnish 6 to 16 twin or twin XL beds across fifty-four fire stations and forty-four EMS stations. All mattresses and box springs must comply with California Title 17 and FF 4-72 fire retardant standards, and contractors must be authorized dealers or resellers providing manufacturer specifications and warranties of at least one year. Prospective offerors must submit sealed bids by Thursday, April 23, 2026, at 2:00 pm CT, with public opening at 3:00 pm CT; questions must be submitted by Friday, April 3, 2026, at 5:01 pm CT. The contract term is 24 months with three optional 12-month extension periods at the City's discretion, and delivery must occur within 15 calendar days of purchase order placement to either Austin Fire Department Shops or ATCEMS Warehouse during standard business hours. Contractors must provide three professional references, demonstrate a minimum of three years of continuous experience selling comparable products to similarly sized agencies, and maintain comprehensive insurance coverage including Worker's Compensation, Commercial General Liability, and Business Automobile Liability with minimum limits of $500,000 for general and auto liability. Pricing is fixed per unit with potential annual price adjustments after the first 12 months based on the Producer Price Index for mattress and foundation sets, and the City reserves the right to apply Local Business discounts of 5 percent for bids up to $500,000 and 3 percent for bids between $500,000 and $50 million, as well as Small Business discounts at the same rates.

The City of Austin has determined that no Minority and Women-Owned Business Enterprises (M/WBE) subcontracting goals apply to this solicitation due to insufficient subcontracting opportunities and/or insufficient availability of certified M/WBE firms; however, offerors intending to use subcontractors must either utilize City of Austin certified M/WBE subcontractors or demonstrate Good Faith Efforts when selecting non-certified subcontractors, including contact with M/WBE firms on the availability list and documentation of outreach attempts. The solicitation offers optional Local Business Preference and Small Business Preference designations, with local businesses defined as entities with headquarters in the Austin-Round Rock-San Marcos Metropolitan Statistical Area encompassing Bastrop, Caldwell, Hays, Travis, and Williamson counties. All awarded contractors must comply with the City of Austin Wage Theft Ordinance, certifying they have not been adjudicated for wage theft offenses within five years prior to contract submission and completing required wage theft training within 30 days of contract award. The solicitation includes key personnel designation requirements with City contract manager Rebecca Hall, project manager Pamela Gadus, and contract administrator Chris Hornsby identified as the City's primary contacts. No specific budget range or award value is disclosed in the procurement documents; however, pricing will be evaluated based on fixed unit costs with potential for annual adjustments and eligibility for local and small business discounts that could significantly impact final contract value.
