About this opportunity
The Maryland Department of Natural Resources (DNR) is issuing a Request for Proposals (RFP) for a modern, reliable, mobile-enabled, web-based Park Reservation and Revenue Management System (PRRMS) and customer call center. The PRRMS will be used by the public, park employees, and a central call center to create registrations and reservations for a variety of park amenities, including parking spots, campsites, pavilions, cabins, buses, yurts, gift cards, boating facilities, organized events, and other group areas. The system must also handle point-of-sale transactions, inventory control, and revenue tracking and reporting. The RFP requires the solution to be operational by the proposal due date of December 19, 2023. The contract will have a five-year base period with five one-year option periods.
The RFP includes a 7% Minority Business Enterprise (MBE) subcontracting goal, but no Veteran Small Business Enterprise (VSBE) goal. The procurement does not involve federal funding, and the state is open to various pricing models, including transaction fees, hybrid, and fixed fee structures. The Department currently uses a fixed rate per transaction fee model, but is considering alternative pricing structures. Interested offerors must have at least five years of experience providing web-based park reservation services. The selected contractor will be responsible for providing the hardware, software, network support, and customer service, while the state will provide credit card machines and office facilities.
