About this file
This document is an Addendum to the Request for Proposals (RFP) issued by the Maryland Department of Natural Resources (DNR) for a Maryland State Park Reservation and Revenue Management System (PRRMS). The RFP seeks a modern, reliable, mobile-enabled, web-based system and customer call center to handle park reservations, registrations, point-of-sale transactions, inventory control, and revenue tracking and reporting. The proposal is due on December 4, 2023, at 2:00 P.M. Eastern Time, and the anticipated contract start date is to be determined after the selection process. The pre-proposal conference will be held virtually on October 26, 2023, from 10 a.m. to 11:30 a.m. Eastern Time, and pre-registration is required by October 19, 2023.
Regarding pricing, bidders are required to use the provided Attachment B pricing template, and DNR is unable to provide any information about the current or recent vendor(s), the incumbent, or the current contract. The state does not pay in advance, and vendors are expected to address various service level requirements in their proposals, such as call volume, hold time, and call resolution rates. The RFP also mentions Minority Business Enterprise (MBE) and Small Business Reserve (SBR) participation requirements.

We are an MBE with an SBR status. There are a few areas where we believe we can add value and help Prime get to the 7% MBE Participation goal. We don’t have the qualifications to Prime. Will there be a list available of the Primes who do intend to bid? We would like to make an outreach effort to be a subcontractor.

If you wish to submit a proposal in the area that you believe you can add value, your submission will be shared with the Prime after the Award process is completed. However, Prime has the sole discretion of choosing which MBE vendor to hire. DNR only requires that the MBE be certified, and the Prime be able to provide the 7% required for this project.
