About this opportunity

The City of Long Beach, Department of Parks, Recreation and Marine, is requesting proposals for comprehensive maintenance and rehabilitation services on the existing dock system at Downtown Marina under RFP PR-25-666, with proposals due September 3, 2026, and a pre-proposal site walk on July 30, 2026.

Minimum qualifications require an active California Contractors State License Board Class A General Engineering Contractor License, active Department of Industrial Relations membership, and minimum two years of experience building modular concrete docks. The contract is subject to California prevailing wage requirements under Labor Code Section 1720 et seq., certified payroll submission to both the City and the Department of Industrial Relations, and apprenticeship employment compliance for work exceeding $30,000. The Equal Benefits Ordinance applies to contractors with City contracts valued at $100,000 or more, requiring equal benefits for employees with spouses and domestic partners.

The scope covers 33 main docks with approximately 660 dock fingers experiencing concrete deterioration from water, salt, and environmental exposure — including cracked and spalled surfaces, uneven walking surfaces, misaligned structural components, corroded hardware, and weakened decking. The contract will run for an initial two-year term with options to renew for three additional one-year periods, not exceeding five years total.

The City will evaluate proposals on organizational capacity and experience (30% weight), method of approach (40% weight), communications and reporting capabilities (20% weight), and reasonableness of cost (10% weight). The cost proposal template requires detailed hourly labor rates across five categories (standard, overtime, weekend/holiday, project manager/superintendent, and emergency response), material cost markup as a percentage of supplier invoices, equipment rental markup, owned equipment daily rates if applicable, and one-time mobilization/demobilization fees.

The awardee must maintain $1,000,000 commercial general liability per occurrence and $2,000,000 aggregate, workers' compensation as required by law, and additional professional and pollution liability coverage if applicable. Questions are due August 6, 2026, with responses posted August 20, 2026. Payment is issued within 30 calendar days of invoicing. The proposal must be submitted electronically via LongBeachBuys.com and must remain firm for 90 days from the submission deadline.
