1 The Opportunity
1.1 Project Summary
The Parks Recreation and Marine (PRM) department seeks qualified contractors to provide comprehensive maintenance and rehabilitation services for the existing dock system located within the Downtown Marina footprint. The project is intended to correct current safety hazards, restore structural integrity, and extend the useful life of the marina’s dock infrastructure.
The existing dock structures have experienced deterioration over time due to continuous exposure to water, salt, and environmental conditions. As a result, broken concrete, uneven walking surfaces, misaligned structural components, and deteriorated decking elements have created trip-and-fall hazards and other safety concerns. Immediate corrective action is required to restore the docks to a safe and fully operational condition.
1.2 Background
The Downtown Marina concrete dock system consists of 33 main docks, each with an estimated 20 dock fingers, for a total of approximately 660 dock fingers requiring repair.
Observed deficiencies include, but are not limited to:
• Cracked and spalled concrete surfaces
• Uneven or misaligned walkways
• Deteriorated or weakened decking materials
• Corroded or compromised hardware and connection points
• Structural components requiring realignment and adjustment
These conditions pose safety risks to marina patrons, staff, and visitors and may result in damage to vessels and equipment if left unaddressed.
1.3 Goals
The goal is to restore the Marina Dock to a safe and operational condition, to extend the service life of the marina’s infrastructure, and maintain the Dock for the duration of the contract.
1.4 Award Terms
This contract will be for a period of two years with the option to renew for three additional one-year periods. The total contract term will not exceed five years.
