About this file

This is Addendum No. 1 to Request for Proposals (RFP) PR-25-666 issued by the City of Long Beach, Department of Financial Management, for Downtown Marina Dock Repairs. The addendum provides clarifications and updates to the original RFP through a question-and-answer format. A dock plan is now available on Long Beach Buys. Proposers must acknowledge receipt of this addendum by signing and submitting it with their proposals, or risk disqualification. All communications outside the official communication process must be confirmed in writing by the City Contact to be binding.

Key clarifications include: bonding is required because the contract value exceeds $50,000; no specific crew staffing requirements exist, though contractors must provide adequate crew for safe and efficient completion; no below-water repairs are anticipated. Contractors may expand the Cost Proposal Template with additional detail in the description column and subsequent columns. The Emergency Response Rate labor line item refers to hourly rates for after-hours emergency responses requiring immediate attention. The project is subject to prevailing wage requirements but not Project Labor Agreement requirements. Professional liability insurance requirements have been updated to require Two Million Dollars ($2,000,000) per claim and in aggregate covering engineering or professional services; if the contractor does not directly provide professional services, subcontractors providing such services must carry the required professional liability or errors and omissions insurance instead.

NOTICE TO PROPOSERS

ADDENDUM NO. 1: Q & A

No. RFP PR-25-666

Downtown Marina Dock Repairs

This addendum changes and supersedes the language in the original RFP.

Please acknowledge receipt of this addendum by signing and submitting with your proposals. Any proposer who fails to submit this addendum may be disqualified.

The City would like to remind Proposers that pursuant to Section 5.2.27 of the RFP, the City will not be responsible for or bound by any oral communication or any other information or contact that occurs outside the official communication process specified herein, unless confirmed in writing by the City Contact.

The City would like to provide the following update:

A dock plan is now available on Long Beach Buys.

The questions and answers are as follows:

1. Q: Are there any bonding requirements for this project?

A: Yes, because the contract value exceeds $50,000

2. Are there any crew staffing requirements for this project?

A: There are no requirements for staffing. Contractor should provide proper crew to safely and efficiently complete repairs.

3. Are there any below water repairs required?

A: We are not aware of any below water repairs that are needed.

4. Can Exhibit 1 Cost Proposal Template be edited/expanded by the contractor to include more detail?

A: Yes, more detail can be included in the Description column and if needed, in the columns after the Unit Cost column.

5. Please elaborate what Labor Line Item #5 Emergency Response Rate entails.

A: Emergency Response Rate would be the hourly rate for any response happening after hours and this is of immediate need.

6. Is this project bound to a PLA or prevailing wage only?

A: There are no PLA requirements, just prevailing wage.

7. Per section 5.3, paragraph 2.d, will the contractor be liable for carrying professional liability insurance or will any 3rd party engineering firms own insurance suffice?

A: The section has been updated to: “Professional liability or errors and omissions liability insurance in an amount not less than Two Million Dollars

($2,000,000) per claim and in aggregate covering the engineering or other professional services provided pursuant to this Contract.”

The indemnification language makes the Contractor responsible for any work under the Contract. If the Contractor is not directly providing professional services, however, it does not need to provide professional liability insurance. However, its subcontractors that provide professional services must provide professional liability insurance in lieu of it providing such insurance (especially since it is responsible for professional errors and omissions).
