About this opportunity

The Marin Housing Authority (MHA) is conducting an informal solicitation for scheduled and on-call pest control services through an Indefinite Delivery, Indefinite Quantity (IDIQ) contract across properties in Marin County and San Francisco. The procurement seeks qualified pest control contractors to provide routine preventative and emergency pest management services for two property groups: federally funded properties like Golden Gate Village and state/non-profit funded properties. Contractors must possess a valid California Structural Pest Control Company License (Branch 2) and provide comprehensive pest control for issues including roaches, ants, spiders, and rodents. Evaluation will be conducted using a best-value approach, considering price, quality, responsiveness, experience, capacity, and regulatory compliance. The solicitation was released on October 22, 2025, with questions due by November 3, 2025, and final responses required by November 5, 2025 at 11:59 pm. Contractors must submit detailed pricing for preventative services, on-call treatments, emergency responses, trip charges, and material surcharges.

The contract does not explicitly indicate specific set-aside designations or restrictions for disadvantaged enterprises. Contractors must meet comprehensive insurance requirements, including $1 million in Commercial General Liability, $1 million in Automobile Liability, and appropriate Workers' Compensation coverage. The contract will have an initial one-year term with an option to extend for one additional year, totaling a potential two-year period. The total contract value is not to exceed $245,000 across all awarded contracts, with MHA reserving the right to award to one or multiple vendors. No minimum work volume is guaranteed, and individual Purchase Orders will authorize specific services. The contract is being conducted under MHA's Small Purchase Procedures in accordance with 2 CFR 200.320(b), HUD Handbook 7460.8 Rev 2, and MHA's 2024 Procurement Policy, with services to be delivered across various residential housing complexes in the specified jurisdictions.
