About this opportunity
The District Department of Transportation (DDOT) has issued a Request for Information (RFI) for the management of the Union Station Bicycle Facility, a comprehensive market research effort to explore alternative solutions for operating a managed bike facility. The procurement seeks proposals from firms with experience in managing bicycle parking, retail, or service facilities, targeting the operation and maintenance of an existing 1,700 square foot bike center. The facility includes an interior space divided between bike parking and a repair shop, with an outdoor area designated for bike rentals. DDOT is specifically interested in understanding vendor selection processes, potential contractual terms, payment structures, and additional service opportunities that could enhance the bike facility's functionality. The RFI is designed to gather industry insights and best practices to inform a future formal solicitation, with responses originally due by February 5, 2019. While this is not a direct solicitation for proposals, the District seeks comprehensive information about potential operational approaches, service delivery models, and innovative management strategies for the bicycle facility.
The RFI is open to both for-profit and non-profit organizations, with no specific set-aside designations mentioned in the documents. There are no apparent restrictions on organizational type, though vendors must demonstrate significant experience in bicycle facility management. The procurement does not specify an incumbent vendor or reveal specific budget ranges for the potential contract. The facility represents an existing infrastructure that requires ongoing management and potential enhancement of current bike-related services. While no specific award value is detailed, the District is exploring various operational models that could potentially generate revenue or require minimal financial investment from DDOT. The market research approach suggests the District is seeking flexible and innovative solutions that can maximize the utility of the Union Station Bicycle Facility while potentially creating a sustainable operational model for bike-related services.
