About this file
This document is a Request for Information (RFI) issued by the District of Columbia (the District) Office of Contracting and Procurement (OCP) and District Department of Transportation (DDOT) for the management of the Union Station Bike Center. The RFI seeks information from vendors experienced in managing bicycle parking facilities, bicycle retail facilities, or bicycle services facilities, either for-profit or non-profit, to operate and maintain the existing bike parking program and provide additional bike-related services at the facility. The interior of the 1,700 square foot building is divided into a bike parking area and a bike repair shop, and the outdoor space is used for bike rentals. Responses to the RFI are due by February 5, 2019.
The RFI does not commit the District to contract for any property management services, but the information gathered will be used to develop a future solicitation. The District is interested in understanding how vendor selection has been addressed in similar contracts, whether payment from DDOT would be required, and what contract terms and provisions a vendor would seek. The District is also interested in learning about any additional services or retail options a vendor may be interested in providing at the site.

District of Columbia
Office of Contracting and Procurement
District Department of Transportation
Request for Information (RFI) Only Project Title: Management of the Union Station Bicycle Facility
1. STATEMENT OF NEED
This Request for Information (RFI) is issued on behalf of the District of Columbia (herein after referred to as the District) by the Office of Contracting and Procurement (OCP) District Department of Transportation (DDOT) for the purpose of performing market research for asset management of the Union Station Bike Center and is being done in accordance with 27 DCMR § 1601 Solicitations
For Information and Planning Purposes. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The District seeks to obtain knowledge and information for project planning purposes and exploring alternative solutions while determining industry standards for a managed bike facility solution as described herein. The District Department of Transportation (“DDOT”) is seeking proposals from firms having experience in managing bicycle parking facilities, or bicycle retail facilities, or bicycle services facilities. Firms may be either for profit or nonprofits. The selected firm will manage the DDOT Bike Center at Union Station. DDOT anticipates the Bike Center will generate revenue for the firm selected. This Request for Information (RFI) is a tool to perform market research to assist in development of the solicitation.
2. BACKGROUND
The Union Station Bike Center is a 1700 square foot building, constructed and owned by the
District Department of Transportation. The facility opened in October 2009 to provide secure bike parking, bike rentals and bike repairs for residents, commuters and visitors. Two-thirds of the building (about 1200 square feet) houses the bicycle parking while, one-third (about 500 square feet) house the retail and rental shop, currently operated by a private vendor. The member access services for the bike parking portion of the facility was managed by a contractor until October 1st, 2018, at which time these operations transferred to DDOT. The retail and rental space have historically been managed by separate contractors. DDOT wants to contract the overall facility and program management, including maintaining ongoing bike parking for existing and future members, as well as providing bike related retail in the same facility.
3. PURPOSE OF RFI
This RFI is issued solely for information and planning purposes; to obtain for DDOT a contractor to manage and maintain existing bike parking program at the Bike Center, and to provide additional bike related services at the Bike Center. This RFI does not commit the District to contract for any property management services. Response to this RFI is not an offer and cannot be accepted by the District to form a binding contract.
The RFI responders are advised that the District will not pay for any information or administrative costs incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the interested party’s expense. Not responding to this RFI does not preclude participation in any future solicitations, if any is issued. If a solicitation is released, it will be synopsized on the https://dtap.ddot.dc.gov website and/or the OCP website at www.ocp.dc.gov. It is the responsibility of the potential bidder to monitor these sites for additional information pertaining to this requirement.

7. QUESTIONS
The District Department of Transportation (DDOT) request that all responders answer the following questions.
1. Have you ever participated in a competitive procurement for services for a governmental entity? If so, was there anything about the procurement that worked well or poorly for you?
2. DDOT is considering the best way to select a vendor to manage the bike parking facility and retail space at Union Station, as well as request information to determine if the market can supply services that were historically offered at that facility. DDOT has considered issuing and RFP or RFQ to find a vendor. Do you have any experience or information on how vendor selection has been addressed on other similar contracts or thoughts on how it could be structured for this opportunity? Does this opportunity present enough meaningful incentives for vendors to participate?
3. Would payment from DDOT be required to a vendor for this type of opportunity?
Would an effectively rent-free lease and capture of all revenues from the facility be sufficient incentive for a vendor to take advantage of this opportunity? Based on your experience, please share information or recommendations on how you or a potential vendor would structure an arrangement with DDOT to manage this facility.
4. Please share a redacted contract you have entered into as an example for our review of how this arrangement might work.
5. Are there other services or retail options not considered above that a vendor would be interested in providing in this space?
6. What type of contract would a vendor typically enter into for this type of opportunity?
For what term? What contract provisions would a vendor seek in such a contract? What contract provisions that DDOT may seek are unacceptable to vendors? Examples of provisions DDOT may seek include FOIA, Standard Contract Provisions, Rights in Data, Insurance, Disputes, and Assumption of Liability. Are there customary terms and/or special provisions that you may need in order to complete a contract award?
7. Is there any additional information you wish to provide?
