About this opportunity

The Texas Health and Human Services Commission (HHSC) is soliciting bids on maintenance tools, hardware, equipment, and supplies for delivery to Mexia State Supported Living Center under IFB HHS0017791, with responses due August 11, 2026 at 10:30 a.m. Central Time. A HUB Subcontracting Plan is encouraged but not required.

The scope covers 21 line items across NIGP Classes 405, 445, 450, and 670, including asphalt patch, utility blades, lubricants, fasteners, plumbing fixtures, PEX tubing, copper couplings, extension cords, garbage disposals, paint supplies, and socket wrench sets. All pricing must be F.O.B. Destination with freight prepaid and included, or bidders must show exact delivery costs separately. Estimated delivery is 14 days after order receipt unless otherwise specified.

The contract is a blanket order with a one-year term from September 1, 2026 through August 31, 2027 and a $50,000 estimated total value. Pricing must be firm and fixed for the contract term. Price adjustments are permitted only at HHSC's discretion, correlated with the Consumer Price Index for Region VI or the Federal Minimum Wage Rate with supporting documentation.

Both HHSC and the Department of State Health Services are entitled to utilize any awarded contract. Submissions must include Exhibit A (HHS Solicitation Affirmations) and Exhibit C (Pricing Sheet) to avoid disqualification. Affirmations require extensive statutory certifications including debarment status, human trafficking prohibitions, E-Verify compliance, cybersecurity training, and Texas-specific provisions regarding energy company boycotts and firearm industry discrimination. Responses remain binding for 240 days from submission.

Questions are due July 30, 2026, with responses posted via addendum August 3. Bidders may submit in person at HHS Procurement and Contracting Services, 1100 W. 49th Street, Austin, or electronically via the HHS Online Bid Room. Award is contingent on HHSC Executive Commissioner approval and requires best-value determination; HHSC reserves the right to make single or multiple awards.
