About this opportunity
The Maine Department of Health and Human Services, Maine Center for Disease Control and Prevention is requesting proposals for mobile application software and support services for the Maine WIC Program under RFP #202608127, with proposals due September 28, 2026 at 4:00 p.m. and questions due August 31, 2026. The application must be a fully developed, smartphone-based platform available on current app stores (Android, iOS, Google Play) at no cost to participants. Bidders must demonstrate that a configurable mobile application has been implemented within the last five years and is currently in post-production use for a minimum of three years with at least one Federal or State governmental agency within the Continental United States—a significant qualification gate.
The scope requires core functionality including WIC-approved product lists with barcode scanning, benefit balance display for registered eWIC EBT cardholders, clinic locators and authorized store and farmer market directories with multiple search filters, food calculators for dairy, whole grains, and produce, and two-way communication and helpdesk support. The application must support a minimum of 21 languages with additional languages added at no additional cost upon future request. It must interface with Maine WIC's existing MIS system (SpiritWeb) and support future features such as farmer market transactions and secure document uploads. Operational messaging including appointment reminders, missed appointment notifications, and push notifications are required. The vendor must deliver timely production support, create marketing materials aligned with Maine WIC campaigns, and provide monthly Mobile Application Usage Reports tracking adoption, feature usage, and language data.
Data classified as PII Impact Level Low/Moderate requires compliance with NIST 800-171 and NIST SP 800-53 Revision 5 Moderate controls, Maine Freedom of Access Act, and breach notification laws. Technical requirements include native authentication supporting Microsoft Active Directory and Okta Platform (OpenID 2.0, OAuth 2.0, SAML 2.0) with compliance to MaineIT hosting and security policies.
The contract term runs from January 1, 2027 through September 30, 2028 initially, with four optional two-year renewal periods through September 30, 2036. The State anticipates one award with demonstrations required for the top three proposals the week of October 26, 2026. Proposals are scored on a 100-point scale: 40 points for Organization Qualifications and Experience, 25 points for Proposed Services, and 35 points for Cost. Pricing is fixed for the initial period and all renewal periods, with no best and final offers accepted. Bidders must submit three years of financial statements, a comprehensive Bill of Materials with product URLs, an Architecture Diagram, and complete Technical Assessment Forms.
