About this file
This is a Solicitation Amendment issued by the State of Maine, Department of Health and Human Services, Maine Center for Disease Control and Prevention, for RFP #202608127 regarding Maine WIC Mobile Application Software and Support Services. The amendment revises the proposal submission deadline from the original September 28, 2026 to October 8, 2026 at 4:00 p.m. local time. The Maine WIC Program seeks a fully developed, smartphone-based mobile application available on current app stores (Android, iOS, Google Play) at no cost to participants. The application must include core functionality such as WIC-approved product lists with barcode scanning, benefit balance display for eWIC EBT cardholders, clinic locators with authorized store and farmer market directories, food calculators, and two-way communication with helpdesk support. The vendor must demonstrate that a configurable mobile application has been implemented within the last five years and is currently in post-production use for a minimum of three years with at least one Federal or State governmental agency. The application must support a minimum of 21 languages, interface with Maine WIC's existing MIS system (SpiritWeb), and provide monthly Mobile Application Usage Reports. The contract term runs from January 1, 2027 through September 30, 2028, with four optional two-year renewal periods through September 30, 2036. Demonstrations are required for the top three proposals the week of October 26, 2026, with the State anticipating one award.
Proposals are scored on a 100-point scale: 40 points for Organization Qualifications and Experience, 25 points for Proposed Services, and 35 points for Cost. Pricing is fixed for the initial period and all renewal periods, with no best and final offers accepted. Bidders must submit three years of financial statements, a comprehensive Bill of Materials with product URLs, an Architecture Diagram, and complete Technical Assessment Forms. The application must comply with NIST 800-171 and NIST SP 800-53 Revision 5 Moderate controls for data classified as PII Impact Level Low/Moderate, as well as Maine Freedom of Access Act and breach notification laws. Technical requirements include native authentication supporting Microsoft Active Directory and Okta Platform with compliance to MaineIT hosting and security policies.
