About this opportunity

Broward County is soliciting responses on an open-end contract for Lost and Found Management Software for the Broward County Aviation Division and other county agencies through October 22, 2026, under a procurement subject to Small Business Enterprise (SBE) and County Business Enterprise (CBE) preferences and Disadvantaged Business Enterprise (DBE) compliance under 49 C.F.R. Part 26, though no specific DBE goal has been established during the ongoing statewide reevaluation period.

The software must support multi-facility operations with core lost-item tracking, claimed-item management, barcode workflows, automated expiration protocols, customizable categories and statuses, audit trails, and mass editing functions. Advanced requirements include AI-assisted matching with confidence scoring, optical character recognition (OCR), image recognition, duplicate claim detection, natural language search, public online and mobile claim portals with email and SMS notifications, role-based access control, and multi-factor authentication via Entra ID, SAML, or OAuth. The system must integrate via REST API with Microsoft 365 and Power BI and provide AES-256 encryption in transit and at rest. Implementation occurs in three phases: configuration and deployment within 15 business days of purchase order issuance; testing and validation within 45 business days thereafter; and production implementation within 30 business days after testing, followed by 15-day final acceptance testing. Support includes 24/7 FAQ and knowledge base access, live phone, chat, and email support Monday through Friday 9 a.m. to 5 p.m. EST, 24/7 emergency after-hours support, and ten days of online instructor-led training for up to 25 personnel. The subscription includes unlimited users, items, and attachments with maintenance and support.

The initial contract term runs one year from award with the option for up to four additional one-year renewals. Award will be made to the lowest responsive, responsible bidder. The contract requires cyber and technology errors and omissions insurance of $5 million per claim, general liability of $1 million per occurrence, workers' compensation at statutory limits, SOC 2 Type II certification, disaster recovery capability with geographically separated sites at least 250 miles apart, maximum 8-hour Recovery Time Objective and 4-hour Recovery Point Objective, 99.99% uptime during prime time (7 a.m.–7 p.m. Eastern Time on business days) and 98% non-prime time, and a comprehensive Service Level Agreement with remedies. Vendors must comply with FAA federal compliance requirements including civil rights protections, Davis-Bacon Act provisions, Buy American and Build America preferences, airport security and background screening, and restrict County data from being accessed, transmitted, or stored outside the United States. A local business location certification under Broward County Code Section 1-74 qualifies vendors for tiebreaker consideration if they maintain a physical Broward County business address for at least one year preceding posting. Vendors must complete anti-human trafficking affidavits, security questionnaires, litigation history disclosures, subcontractor/subconsultant identification for engagements exceeding $50,000, and vendor questionnaires with three references for similar services within the past three years. All responses must be submitted electronically through the BPRO platform by October 22, 2026; questions are due by a date specified in BPRO (not stated in source documents).
