About this file
This is a Location Certification Invitation to Bid form for Broward County, Florida, regarding a Lost and Found Management Software procurement for the Broward County Aviation Division and other County agencies. The form establishes local business preference criteria and requires vendors to submit a completed certification along with a copy of their Broward County local business tax receipt by the solicitation end date to be eligible for Best and Final Offer (BAFO) consideration or location tiebreaker status. Vendors who fail to meet this submittal deadline are ineligible for these preferences. The certification form aligns with Broward County Code of Ordinances Section 1-74, which provides preferences to Local Businesses, Locally Based Businesses, and Locally Based Subsidiaries, with location serving as the first tiebreaker criteria in competitive procurements. Vendors must select one of five options: Option 1 for Local Business status only; Option 2 for Local Business and Locally Based Business status; Option 3 for Local Business and Locally Based Subsidiary status; Option 4 for joint ventures composed of qualifying local entities; or Option 5 for vendors that do not qualify as any local business category.
Each applicable option requires vendors to certify continuous maintenance of a physical business address within Broward County for at least one year preceding the bid posting date, proper zoning compliance, ownership or legal right to use the property, and that substantial business operations are conducted from that location. Options 2 and 3 impose additional requirements regarding employee location, management direction and coordination of day-to-day activities, and restrictions on claiming alternative principal places of business. The County reserves the right to request supporting documentation including proof of property ownership or usage rights, corporate organizational structure, joint venture agreements, and other location-related information. Vendors must attest that if awarded a contract, they intend to remain at their designated local business location for the contract term, including any renewals or extensions. False or misleading information may result in suspension, debarment, contract termination, or civil and criminal penalties.
