About this opportunity

The Incorporated County of Los Alamos, New Mexico, is soliciting bids under IFB27-09 for electric vehicle charging infrastructure for two transit buses and a drain management system at the Pajarito Cliffs Site, Atomic City Transit Bus Parking Lot, with a non-mandatory pre-bid conference on November 4, 2026 and bids due November 17, 2026. Procurement preferences for local and resident businesses are available upon submission of valid state-issued preference certificates. The County's Local (Los Alamos) Business preference further requires a current Los Alamos County Business License and a principal office and place of business in Los Alamos County.

Bidders must hold active NMDOT pre-qualification under 18.27.5 NMAC and must obtain manufacturer-certified ChargePoint personnel for installation, commissioning, and validation of the charging equipment. The scope covers installing two County-furnished ChargePoint Express Plus Level 3 DC fast chargers with ancillary electrical service, plus a drain management system with an ice-melting system, gutters, downspouts, and underground piping. Civil and structural work, concrete reconstruction, pavement markings, traffic control, and utility coordination are included. A Buy America certification is required under the Build America, Buy America Act and 49 CFR Part 661. Mandatory bid forms include a debarment certification, a campaign contribution disclosure covering contributions over $250 to seven named County Councilors in the prior two years, a subcontractor list for work over $5,000, and an addenda acknowledgment.

The EV charging infrastructure is funded by a New Mexico Department of Transportation grant, and the drain management system is funded by Los Alamos County. The project is wholly or partially funded with federal transit funds administered through NMDOT subrecipient grant agreements. Bidders must submit a single unified bid with EV charging and drainage costs separated for tracking and grant reporting. A bid security deposit of 5% of the bid amount is required, and the successful contractor must provide a performance bond and a labor-materials payment bond, each at 100% of the contract price. Insurance requirements include general liability of $1 million per occurrence with a combined single limit of $2 million aggregate, plus motor vehicle liability, workers' compensation, and property/fire/all-risk coverage. Liquidated damages apply per day for missed completion deadlines, with potential incentive payments for early completion.

Bids are due at 2:00 p.m. Mountain Daylight Time on November 17, 2026 through the County's Bonfire procurement portal. Award is anticipated December 8, 2026, with Notice to Proceed on December 17, 2026, substantial completion targeted for March 16, 2027, and final completion by April 16, 2027.
