About this opportunity

The City of Long Beach is requesting proposals for electrical construction services at the Long Beach Amphitheater project, with proposals due November 6, 2025 at 11:00 AM via LongBeachBuys.com under RFP ED-25-640. The project is subject to a Citywide Project Labor Agreement with a 40% local hiring goal and is funded in full or in part by State of California Tideland funds. A local-vendor preference applies: five percentage points for businesses maintaining their principal place of business within Long Beach with current business license and seller's permit; an additional five percentage points for those operating from a brick-and-mortar or non-residential commercial location.

The scope encompasses complete electrical infrastructure for a temporary 5-to-6-acre amphitheater venue designed to accommodate 10,000–12,000 attendees adjacent to the Queen Mary and Harry Bridges Memorial Park. Work includes installation of a 4000-ampere main switchboard, distribution panels (DP1–DP8), site and stage lighting, vendor and kitchen container power, generator interface connections, grounding systems, conduit, conductors, intelligent lighting control systems, and an optional telecom installation. The project proceeds in two phases: phase one includes underground conduit construction for main electrical feeders to Southern California Edison's distribution system (and optionally, main data conduit installation); phase two covers all remaining work inside the site perimeter. Performance is required from Notice to Proceed on September 25, 2025 through December 31, 2025.

The not-to-exceed budget is $2.225 million under a single-task, lump-sum construction agreement for a one-year term. Minimum qualifications include a California C-10 Electrical Contractors State License, C-7 Low Voltage Systems Contractor license, and either a C-10 Class A or Class B license. Labor costs must meet prevailing wage rates applicable to the August 20, 2025 RFP release date; all contractors and subcontractors must comply with California Labor Code provisions and maintain active Department of Industrial Relations registration. Proposers must provide detailed cost breakdowns itemizing labor, materials, equipment, and subcontractor costs.

Award is based on best value: Technical Experience (30%), Project Approach & Schedule (30%), QA/QC & Safety (10%), and Cost Proposal (30%). Bonding includes Performance, Labor and Material, and Payment Bonds equal to 100% of contract amount. Insurance requirements are commercial general liability of $2 million per occurrence / $4 million general aggregate, workers' compensation of $1 million, and commercial automobile liability of $500,000 combined single limit. The City will pay within 30 calendar days of invoicing.

Questions are due September 4, 2025 at 11:00 AM, with responses posted by September 16, 2025. An optional site walk is scheduled August 28, 2025 at 10:00 AM. Contractors must acknowledge receipt of all addenda (including Addendum No. 7 extending the deadline and Addendum No. 1 imposing the PLA requirement) with their proposal or face disqualification. The City of Long Beach Equal Benefits Ordinance applies to contracts valued at $100,000 or more, requiring contractors to provide equal benefits to employees with spouses and domestic partners for covered benefits including health insurance, bereavement leave, family medical leave, retirement benefits, and travel benefits; contractors must certify compliance or obtain a waiver before contract execution.
