About this opportunity

The Florida Division of Emergency Management is requesting proposals for multiple logistics services contracts to support Non-Congregate Sheltering and State-Managed Direct Housing programs, with proposals due October 14, 2026 at 5:00 PM Eastern Time.

The scope encompasses statewide logistical operations including hoteling services, meal preparation and delivery, travel trailer and manufactured housing unit procurement and installation, staging area operations, haul and deactivation services, site inspections, utility infrastructure installation, environmental and historic preservation reviews, permitting assistance, ongoing maintenance, and 24/7 maintenance contact center support. All personnel assigned to the contract must obtain Level 2 background screening clearance. Contractors must demonstrate the ability to obtain a $5 million performance bond. Staffing positions range from Program Manager and Deputy Program Manager to Contact Center Agents, Staging Yard Security, Inspectors, and trade labor (Electricians, Plumbers, Carpenters, Equipment Operators); key positions require resumes demonstrating advanced knowledge of FEMA programs and relevant operational experience.

Pricing must be submitted on an all-inclusive hourly rate basis covering travel, lodging, meals, and incidentals with no overtime rates accepted. A reserve rate option for standby personnel must be identified. Separate rates are required for travel trailer and manufactured housing unit procurement, standard haul services, long haul services exceeding 100 miles, site inspections, installation, preventive maintenance and repairs, and deactivation. Respondents may enter $0.00 to indicate services will be provided at no cost.

The initial contract term is three years with potential renewal for an additional three years under mutual written agreement; pricing remains identical through year three of the initial term. The contract includes no guaranteed quantity of services, with usage dependent entirely on agency needs during emergency or disaster activations. Contracts are issued through purchase orders via the Division of Emergency Management Enterprise Solution portal following WebEOC mission activation.

Evaluation allocates 100 points for technical proposals and 20 points for pricing. Awards are made to the highest-scoring responsive and responsible respondents within 30 percent of the highest combined score. A notice of intent to award is anticipated by December 18, 2026.
