About this file

This is a Price Proposal attachment (Attachment B1-B2) for a logistics services contract issued by the Florida Division of Emergency Management to support Non-Congregate Sheltering (NCS) and State-Managed Direct Housing programs. The solicitation seeks contractors to provide comprehensive logistical support including hoteling operations, feeding services, staging area management, travel trailer and manufactured housing unit procurement and installation, transportation, site inspections, preventive maintenance, repairs, and 24/7 contact center operations. The contract is divided into multiple line items and service categories with pricing required for both an initial term (Years 1-3) and a renewal term (Years 4-6). Respondents must submit pricing for all identified positions and logistical support services in whole dollar amounts without fractional cents, with all-inclusive pricing that covers labor, materials, and ancillary costs.

The price proposal requires respondents to establish maximum hourly rates for staffing positions ranging from program management roles (Program Manager, Deputy Program Manager, Technical Lead) to operational support staff (Contact Center Agents, Staging Yard Security, Inspectors) and trade labor positions (Electricians, Plumbers, Carpenters, Equipment Operators). For logistical services, respondents must provide pricing for procurement of units (travel trailers in various configurations and manufactured housing units), transportation and hauling services (with separate rates for standard and long haul distances exceeding 100 miles), site inspections, installation services across private and commercial sites, preventive maintenance and repairs, deactivation services, and relocation or repositioning of units. Key staffing positions require submission of resumes and must demonstrate advanced knowledge of FEMA programs and relevant operational experience. All yellow-highlighted cells in the price proposal must be completed, with respondents permitted to enter $0.00 to indicate a position or service will be provided at no cost to the State.
