About this file
This is Addenda 2 to the Request for Proposal (RFP-DEM-26-27-009) issued by the Florida Division of Emergency Management for logistics services supporting Non-Congregate Sheltering and State-Managed Direct Housing programs. The addenda provides a revised answer to clarification question #102 from the original RFP. The RFP solicits proposals from multiple contractors to provide statewide logistical operations including hoteling services, meal preparation and delivery, travel trailer and manufactured housing unit procurement and installation, staging area operations, haul and deactivation services, site inspections, utility infrastructure installation, environmental and historic preservation reviews, permitting assistance, and 24/7 maintenance contact center support. Proposals were due October 14, 2026, at 5:00 PM Eastern Time, with a notice of intent to award anticipated by December 18, 2026. The initial contract term spans three years with potential renewal for an additional three years under mutual written agreement, with pricing remaining identical through year three of the initial term.
Pricing must be submitted on an all-inclusive hourly rate basis covering travel, lodging, meals, and incidentals, with no overtime rates accepted. Contractors must identify a reserve rate option for standby personnel and provide separate rates for travel trailer and manufactured housing unit procurement, standard haul services, long haul services exceeding 100 miles, site inspections, installation, preventive maintenance and repairs, and deactivation; respondents may enter $0.00 to indicate services will be provided at no cost. All personnel assigned to the contract must obtain Level 2 background screening clearance, and contractors must demonstrate the ability to obtain a $5 million performance bond. Evaluation allocates 100 points for technical proposals and 20 points for pricing, with awards made to the highest-scoring responsive and responsible respondents within 30 percent of the highest combined score. The contract includes no guaranteed quantity of services, with usage dependent entirely on agency needs during emergency or disaster activations, and contracts are issued through purchase orders via the Division of Emergency Management Enterprise Solution portal following WebEOC mission activation.
