About this opportunity
Brevard County Housing and Human Services Department is soliciting applications from developers for affordable housing projects seeking Florida Housing Finance Corporation tax credits, State Apartment Incentive Loan (SAIL) funds, and/or revenue bonds, with applications due July 1, 2026 at 11:00 a.m. — a deadline that has passed. The application process channels local government contribution to support projects located in unincorporated Brevard County and participating municipalities.
Eligible applicants include both not-for-profit and for-profit developers proposing rental housing developments. Projects must serve very low to moderate-income residents as defined by FHFC. Funding is restricted to capital costs including acquisition, site work, construction, architectural and engineering fees, interim costs, permanent financing fees, developer fees, and project reserves; operating expenses are ineligible. New construction projects must maintain affordability for a minimum of 25 years.
Applicants must demonstrate site control, appropriate zoning and utility availability, organizational capacity, financial strength, and ability to meet stated completion deadlines. Required documentation includes operating budgets, proformas, agency overall budgets, project timelines, uses of local government contribution, sworn statements, and certifications regarding debarment and drug-free workplace compliance.
Selection criteria employ weighted scoring: project narrative (10 points), ability to proceed (10 points), supportive services (5 points), organizational capacity (15 points), financial strength (15 points), project completion ability (10 points), site control evidence (15 points), needs analysis (10 points), and proximity to services and employment (10 points). The Location Matrix scoring system assesses site accessibility across 30 categories of amenities, services, and infrastructure using walking distance, driving distance, and public transit criteria.
The Selection/Negotiating Committee, comprised of the County's Affordable Housing Advisory Committee, will review and score applications in a public meeting scheduled for July 23, 2026, at 4:30 p.m. Intended funding recommendations will be posted on VendorLink.com for a five business-day protest period. The estimated performance period for awarded projects is two years from the recipient agreement effective date. Two applications were submitted: Ardent at West Melbourne, LP (Houston, Texas) and DDER Holdings, LLC (Birdsong Housing Partners, Maitland, Florida).
