About this file

This is a Location Matrix scoring attachment for the Brevard County Housing and Human Services Department's application process for Florida Housing Finance Corporation programs, including tax credits, State Apartment Incentive Loan (SAIL) funds, and revenue bonds for proposed developments in unincorporated Brevard County and incorporated cities in Florida. The matrix provides a standardized evaluation tool for assessing the accessibility and proximity of amenities and services to proposed development sites. Applications utilizing this location matrix must be submitted no later than 11:00 a.m. on July 1, 2026.

The Location Matrix uses a point-based scoring system with 30 categories of amenities, services, and infrastructure. Categories 1-25 award points based on proximity by walking distance (within 1/2 mile = 1 point), driving distance (within 5 miles = 1 point), or public transit time (within 30-45 minutes one-way = 1 point), allowing applicants to select multiple distance criteria per category. Categories 26-30 require selection of only one distance option and address critical services and utilities including police stations, fire/rescue stations, water lines, sewer lines, and hurricane shelters. The scoring methodology incentivizes developments located near existing employment centers, healthcare facilities, retail services, public transportation, and essential community infrastructure, enabling comparative evaluation of site accessibility across all applications submitted for funding consideration.

walking distance and within 5 miles driving distance of the site, but further than a 30-45 minute trip by public transit, you would get 1 point in
each of the walking and driving columns, and 0 points in the transit column, for a total of 2 points. However, if there is not a major employ-
ment center within 1/2 mile walking distance or within 5 miles driving distance or within 30-45 by public transit, you would earn 0 total points.
Scoring for Rows 26-30: Select only one of the three categories (if any) and claim the points associated with that column (if any).
