About this opportunity
The Metropolitan Water District of Salt Lake & Sandy (Metro Water) is seeking to procure liquid chlorine through an Invitation for Bid (IFB) for its water treatment facilities in Salt Lake County, Utah. The procurement specifically targets 190 ton containers of liquid chlorine for disinfection purposes at the Little Cottonwood Water Treatment Plant (LCWTP). Sealed bids must be submitted through Utah Public Procurement Place (U3P) by 10:30 a.m. on Tuesday, January 20, 2026, with a public bid opening and reading immediately following. The contract term will run from February 1, 2026, through January 31, 2027, with no indicated renewal options. Bidders are required to submit pricing in U.S. dollars on a per-pound basis, with costs to include insurance, transportation, fuel surcharges, demurrage, delivery, telemetry, and certification. Vendors must demonstrate compliance with American Water Works Association (AWWA) Standards, NSF/ANSI Standard 60, and Metro Water's specifications, and must provide recent certificates of analysis, NSF/ANSI 60 certification, and detailed information about raw material sourcing and manufacturing processes.
The solicitation does not specify any set-aside designations or restrictions on responding organizations. The contract is non-exclusive, and Metro Water retains the right to acquire chlorine from alternative sources during the contract term. All financial commitments are subject to appropriation of funds by Metro Water's Board of Trustees and applicable Utah law limitations. While no guaranteed minimum purchase quantity is specified, the award will be made to the lowest responsible and responsive bidder. The procurement covers liquid chlorine delivery via free-on-board (FOB) to Metro Water facilities, with pricing to remain fixed throughout the contract term. Although specific budget ranges are not explicitly stated, the annual procurement involves 190 ton containers of liquid chlorine, which suggests a substantial annual expenditure for water treatment chemical procurement. The solicitation indicates that Metro Water serves multiple public utilities, including Salt Lake City Public Utilities Department and Sandy City Public Utilities Department, which implies potential future volume or expansion opportunities for the successful vendor.
