About this opportunity

The City of Detroit Office of Contracting and Procurement on behalf of the Detroit Police Department is requesting proposals for light duty undercover vehicle maintenance and repair services under RFQ 551801, with proposals due October 9, 2026 at 1:00 PM EST. Detroit-based business certifications (D-BB, D-RB, D-HB, D-SB, D-MB) receive equalization credits of 1 to 5 percent under Detroit City Municipal Code Section 17-5-12; the Purchasing Director may restrict bidding to certified Detroit-based businesses, Detroit-based small businesses, or Detroit-based micro businesses where at least three eligible firms exist.

Scope encompasses diagnostics, engine and transmission repairs, fluid leak repairs, electrical service, radiator and alternator repairs, oil changes, air filter replacements, tire rotation and replacement, brake service, battery replacement, and fluid checks for compact cars, station wagons, vans, small trucks, sport utility vehicles, and general service passenger cars. Estimated service hours are 1,000 at regular time rates (Monday through Friday, 8:00 AM to 5:00 PM) and estimated parts usage of $30,000. Vendors must provide road service and towing services available 24 hours daily, seven days weekly, with all repairs completed within three to five business days (major repairs within one to two weeks). All repairs require OEM or approved equal parts, pre-approval by Detroit Police Department division head or designee, and a 30-day parts and labor warranty.

Minimum qualifications require at least five years' experience providing similar services, a repair facility within 12 miles of Detroit, a minimum of two certified mechanics, and establishment at the current location for more than two years. Pricing is firm for the entire two-year contract term. Vendors must submit pricing for specified component parts (hoods, door assemblies, headlight assemblies, windshields, control arms, airbags, front fenders) across four vehicle types (2018 Dodge Ram 1500, 2018 Chevrolet Malibu, 2018 Kia Forte, 2018 Jeep Compass) and towing/road service labor rates by time period and location. Insurance requirements include $1,000,000 automobile liability, $1,000,000 commercial general liability per occurrence with $2,000,000 aggregate, Michigan statutory workers' compensation, $1,000,000 employers' liability, and $10,000,000 umbrella coverage. Payment terms are net 30 days from invoice receipt. Proposals must be submitted through the City of Detroit Supplier Portal; late or emailed proposals will not be accepted. The City reserves the right to inspect facilities prior to award and may issue multiple awards. Respondents must comply with Detroit's Priority Hire Agreement for hiring Detroit residents and comply with compliance with ISO 27001 certification or SOC 2 Type 2 Report requirements for data protection.
