About this opportunity

The City of Pasadena's Libraries & Information Services Department is seeking proposals for a Library Marketing Platform, a Software-as-a-Service (SaaS) solution designed to enhance community communication and engagement. The procurement targets a sophisticated marketing platform capable of creating targeted emails, newsletters, and outreach campaigns with advanced segmentation capabilities. The platform must integrate with the library's existing Sirsi Dynix Symphony integrated library system and support multilingual communications while providing robust reporting and analytics. Proposals are due by 3:00 pm on September 20, 2024, with an initial contract term of three years and potential for three optional one-year extensions. The evaluation will use a comprehensive 100-point scoring system, with points allocated across functionality (30 points), ease of use (20 points), integration capabilities (10 points), customer support (10 points), product demonstration (10 points), and cost (10 points). The platform's primary objectives include harvesting user behavior data, enabling customized marketing campaigns, and improving overall community engagement through more targeted communication strategies.

The procurement appears to have preferences for local Pasadena businesses and small/micro-businesses, with potential set-aside considerations for diverse vendors. The City reserves the right to reject any or all proposals and will select the vendor based on total average points across scoring factors. Pricing will be evaluated using a ratio method that rewards lower-cost proposals, with vendors required to provide detailed cost breakdowns including implementation and ongoing service expenses. While no specific budget range is explicitly stated, the comprehensive technical requirements suggest a significant investment in a sophisticated marketing technology platform. Potential bidders must complete various compliance documents, including a Unique Entity Identifier (UEI) form, Conflict of Interest Disclosure, and Disqualification Disclosure, indicating a thorough vetting process. The procurement emphasizes integration capabilities, data security, and the ability to work within the City's existing technological infrastructure, as evidenced by the detailed Department of Information Technology Technical Questionnaire.

Opportunity text

The Library is seeking quotes or proposals for a Library Marketing Platform that enables the library to create targeted emails, newsletters and outreach campaigns to inform the community of library programs and services and aid in determining what the best channels are for reaching different groups of customers.

The Library is currently using a software platform for subscription service to send marketing communications, including the monthly newsletter Off the Shelf. The setup and layout, including content, is created by Communications staff monthly (or more frequently if there are special communications campaigns), comprising a single communication sent to all subscribers. There are some challenges with this method and with the current platform:

A single-message communication to all subscribers is less likely to create engagement-having segmentation data to "smart-target" communications to fit individual subscriber groups will create stronger and more active engagement. The current platform does not harvest or provide data about Library users; such data is standard with marketing automation platforms via the harvesting and analysis of aggregate user behavior for market segmentation.
