About this opportunity

The West Virginia Department of Environmental Protection, Office of Oil and Gas is soliciting bids under ARFQ 0313 DEP2700000015 for well plugging and reclamation services on twelve wells in Lewis County (Group C), with bids due October 2, 2026 at 10:30 a.m. The mandatory pre-bid meeting was held September 17, 2026; technical questions were due September 21, 2026. Addendum No. 2, issued September 24, extended the bid closing date from September 28 to October 2.

The scope covers permitting, plugging, and reclamation services for twelve individual wells identified by API numbers 47-041-00039, 47-041-00374, 47-041-00399, 47-041-00467, 47-041-00511, 47-041-00757, 47-041-00841, 47-041-00990, 47-041-02443, 47-041-05743, 47-041-05787, and 47-041-05788. The solicitation comprises twenty-five line items. Two wells (47-041-00374 and 47-041-05787) require hydrogen sulfide safety plans based on pre-project methane emissions quantification sampling detecting 1 ppm H2S. The awardee is contractually obligated to cover all permitting expenses, including an estimated nine DOT road permits; currently no DOT permit fees apply, but if fees become required after bid closure, the Agency will consider change order requests.

All work is subject to Davis-Bacon Act requirements and Executive Order 13706 paid sick leave provisions. Prevailing wage rates per Lewis County General Decision Number WV20260061 (effective May 18, 2026) range from $25.26 to $42.20 per hour plus fringe benefits for classifications including millwrights, electricians, power equipment operators, ironworkers, laborers, cement masons, and equipment mechanics. Bids must be submitted electronically through wvOASIS Vendor Self Service at www.wvOASIS.gov. Invoicing and shipment are directed to the Environmental Protection Office of Oil & Gas at 601 57th Street SE, Charleston, West Virginia. Vendors must acknowledge receipt of all addenda or risk bid disqualification. Contact Herminio David Robles at (304) 414-1155 or david.h.robles@wv.gov.
