About this opportunity
The Forty Niners Stadium Management Company LLC, operating on behalf of the Santa Clara Stadium Authority, is soliciting Statements of Qualifications (SOQs) from qualified multidisciplinary architectural and engineering firms to establish an on-call service bench for professional services at Levi's Stadium located at 4900 Marie P. DeBartolo Way, Santa Clara, California. This is a multi-year competitive procurement seeking multiple qualified contractors to provide comprehensive professional services across 25 primary service categories including architectural design, structural engineering, mechanical and electrical engineering, civil engineering, landscape architecture, fire protection systems, hazardous materials assessment, accessibility compliance, sports lighting, vertical transportation, and numerous other engineering and design disciplines. The scope of services encompasses all project phases from assessment and concept development through design, permitting, documentation, construction administration, feasibility studies, existing conditions analysis, field investigations, and closeout support, with work assigned on an as-needed basis through individually issued task orders by the Stadium Manager. Respondents must demonstrate the ability to provide multidisciplinary services either through in-house qualified staff or coordinated qualified subcontractors, with all personnel required to be appropriately licensed in California and possess demonstrated experience in their respective disciplines. The SOQ submission deadline is June 1, 2026, at 3:00 p.m. PT via the Stadium Manager's e-procurement portal at https://49ers.bonfirehub.com/portal/, with a deadline for questions and objections of May 8, 2026, at 5:00 p.m. PT. Evaluation will be based on two equally weighted criteria: Qualifications and Experience (50 points) and Approach (50 points), with cost proposals evaluated for reasonableness but not scored. Respondents must submit cost proposals in the prescribed format, three customer references documenting comparable project experience, and certification forms confirming compliance with non-collusion, non-debarment, and non-discrimination requirements.
The Stadium Manager encourages small business participation from Santa Clara County and expects subcontractors to solicit qualified local small businesses; however, no specific set-aside designations or restrictions limiting response to disadvantaged enterprises are identified in the solicitation documents. No incumbent vendors or current contractors are listed in the procurement materials. The contract is structured as a five-year initial term with options for up to five additional one-year renewal periods, for a potential total term of ten years, contingent upon Santa Clara Stadium Authority budget approval for subsequent fiscal years. All work is performed on an on-call, task-order basis with no guaranteed work or compensation to selected respondents. Selected firms must obtain comprehensive insurance coverage within ten days of notice of intended award, including Commercial General Liability ($2,000,000 per occurrence/$4,000,000 aggregate), Automobile Liability ($1,000,000 combined single limit), Employer's Liability ($1,000,000 per accident), and Professional Liability ($5,000,000 per claim and aggregate), and must comply with California prevailing wage requirements for applicable public works projects. Compensation will be provided on a time-and-materials basis at rates specified in the Schedule of Charges with individual maximum compensation amounts established in task orders; the solicitation does not specify a total contract budget or award value range.
