Summary of RFSOQ for Levi's Stadium Architectural and Engineering Professional Services

This Request for Statement of Qualifications (RFSOQ) was issued by Forty Niners Stadium Management Company LLC, operating on behalf of the Santa Clara Stadium Authority, for on-call architectural and engineering professional services at Levi's Stadium in Santa Clara, California. The Stadium Manager seeks to establish a bench of qualified and experienced multidisciplinary firms capable of providing comprehensive services including facility renovations and upgrades, structural, mechanical, electrical, and plumbing (MEP) systems improvements, life safety systems, code compliance and ADA enhancements, and architectural planning and design. Services will encompass all project phases from assessment and concept development through design, permitting, documentation, and construction administration, as well as site investigations, feasibility studies, cost estimating, and rapid-response support for urgent needs. Respondents must demonstrate the ability to provide services across multiple disciplines either through in-house staff or coordinated subcontractant teams. The SOQ submission deadline is June 1, 2026, at 3:00 p.m. PT via the Stadium Manager's e-procurement portal at https://49ers.bonfirehub.com/portal/. The deadline for questions and objections is May 8, 2026, at 5:00 p.m. PT. There is no mandatory pre-SOQ conference. The contract term is five years with up to five additional one-year options available, for a total potential term of ten years, contingent upon Santa Clara Stadium Authority budget approval for subsequent fiscal years.

Cost proposals will be evaluated for reasonableness but will not be scored. Respondents must submit cost proposals in Attachment B and must note any exceptions to the Exemplar Agreement (Attachment D); failure to submit either a marked "No Exceptions" statement or a redlined version will result in acceptance of all contract terms. The Stadium Manager encourages small business participation from Santa Clara County and expects subcontractors to solicit qualified local small businesses. Selection will be based on two equally weighted evaluation criteria: Qualifications and Experience (50 points) and Approach (50 points). Awards will be made to respondents providing the best value as determined by the evaluation criteria, and the Stadium Manager intends to award multiple on-call contracts to establish a qualified contractor bench. All work is on-call and task-order-based; no firm is guaranteed work or compensation. Selected respondents must provide certificates of insurance within ten days of notice of intended award and comply with prevailing wage requirements as applicable. Respondents must also comply with all insurance requirements outlined in the Exemplar Contract and complete the Respondent Certification Form (Attachment C) and submit three customer references using the Customer Reference Form (Attachment F).

1 INTRODUCTION

Levi’s® Stadium (Stadium) is located at 4900 Marie P. DeBartolo Way in Santa Clara, California and is the home of the San Francisco 49ers. The Stadium opened in 2014 as a 1.85 million square feet venue with a seating capacity of approximately 68,500. Levi’s® Stadium is the Bay Area’s premiere sports and entertainment venue and has generated more than $2 billion for the local economy since opening. It is a multi-purpose facility with flexibility to host a wide range of events – including international soccer, college football, ice hockey, motorsports, concerts, and various civic events.

Forty Niners Stadium Management Company LLC (Stadium Manager) operates the stadium 365 days of the year on behalf of the Santa Clara Stadium Authority (Stadium Authority), and the venue hosts NFL games for the San Francisco 49ers as well as public and private non-NFL events year-round.

The Stadium is a highly complex facility featuring many systems and components throughout its interior and exterior. The Stadium Manager aims to build a pool of qualified architects and engineers to provide on-call, multidisciplinary services for projects at the Stadium. Respondents must demonstrate the ability to provide services in multiple disciplines, either with in-house staff or through a coordinated team of qualified subconsultants, rather than specializing in a single area.

These services may include, but are not limited to, facility renovations and upgrades; improvements to structural, mechanical, electrical, and plumbing (MEP) systems; life safety systems; code compliance and ADA enhancements; and general architectural planning and design.

Firms will support projects through all phases, including assessment, concept development, design, permitting, documentation, and construction administration. Additional services may include site investigations, feasibility studies, cost estimating, assistance with procurement and bid processes, coordination with stadium operations and stakeholders, and rapid-response support for urgent or unforeseen needs.

2 PURPOSE OF THE RFSOQ

The Stadium Manager is requesting proposals in the form of Statements of Qualifications (“SOQs”) from qualified firms (“Respondents”) for professional architectural and engineering services at Levi’s Stadium located at 4900 Marie P. DeBartolo Way, Santa Clara, CA 95054 for a multi-year, on-call service agreement.

The purpose of this RFSOQ is to establish a bench of qualified and experienced architectural and engineering firms capable of providing on-call services in accordance with the detailed Scope of Services outlined in Attachment A.

All work will be performed on an on-call basis under a valid task order issued by Stadium Manager.

(10) years. Since the term extends beyond a single fiscal year, the term for subsequent fiscal years shall be conditioned upon approval of the Santa Clara Stadium Authority budget for the applicable fiscal year that includes the amounts due under the agreement.
