About this opportunity

Monterey-Salinas Transit (MST) is seeking qualified consultants to provide leadership and communication team building training for its Executive Leadership Team and managers group through a Request for Qualifications (RFQ) #26-01. The procurement targets consultants who can conduct a comprehensive team development program, including a needs assessment, delivering a one-day workshop for each team group, creating a communication toolkit, and potentially providing follow-up coaching sessions. Evaluation of submissions will be based on four key criteria: qualifications of the firm (35 points), staffing and project organization (30 points), demonstrated understanding of project requirements (35 points), and prior experience with public transit agencies (pass/fail). Consultants must submit an electronic qualifications package limited to 20 pages by November 7, 2025, at 2:00 PM Pacific Time through MST's Bonfire eProcurement portal. Potential interviews are scheduled for the week of November 17, 2025, with questions from potential bidders accepted until October 17, 2025, at 12:00 PM through the procurement portal.

The RFQ does not explicitly mention specific set-aside designations or restrictions for disadvantaged enterprises. The solicitation covers agencies serving Monterey County and parts of San Luis Obispo, Santa Cruz, and Santa Clara Counties, with a focus on selecting consultants experienced in team alignment, interdepartmental communication, conflict resolution, and creating psychologically safe work environments. While no specific budget range is disclosed, the procurement process indicates that selected consultants will be added to a list of qualified firms and may receive a subsequent Request for Quotations for training implementation. The successful consultant will need to demonstrate expertise in public transit agency dynamics and organizational development, with a particular emphasis on enhancing leadership communication and team effectiveness. No information is provided about incumbent vendors or existing technological infrastructure that would require integration with the proposed training services.
