About this file

This is a Request for Qualifications (RFQ) #26-01 issued by Monterey-Salinas Transit (MST), a public transit agency serving Monterey County and parts of San Luis Obispo, Santa Cruz, and Santa Clara Counties. MST is seeking consultants to provide in-person leadership and communication team building training for its Executive Leadership Team and managers group. The RFQ requires consultants to submit statements of qualifications by November 7, 2025, at 2:00 PM Pacific Time, with potential interviews scheduled for the week of November 17, 2025. The selected consultant will be responsible for conducting a needs assessment, delivering a one-day workshop for each team group, creating a communication toolkit, and potentially providing follow-up coaching sessions.

The evaluation process will assess consultants based on four key criteria: qualifications of the firm (35 points), staffing and project organization (30 points), demonstrated understanding of project requirements (35 points), and prior experience working with public transit agencies (pass/fail). Consultants must submit an electronic version of their qualifications package, limited to 20 pages, excluding staff resumes. The RFQ emphasizes the need for experience in team alignment, interdepartmental communication, conflict resolution, and creating a psychologically safe work environment. Successful consultants will be added to a list of qualified firms and may receive a subsequent Request for Quotations (RFQ) for training implementation.
