About this opportunity
The West Virginia Division of Corrections and Rehabilitation, on behalf of Lakin Correctional Facility and Jail in Preston County, is conducting a one-time purchase procurement for one metal frame carport meeting specific technical specifications. The carport must be twelve feet wide, a minimum of thirty feet long, and a minimum of seven feet in height, constructed with a pitched-style roof fabricated from fourteen-gauge structural tubing with two-inch heavy-duty framing. The carport roof and trim must be green with matching screws, feature open design with no walls on all four sides, include anchoring hardware for installation on grass-covered ground, and be designed for do-it-yourself installation with no vendor installation services required. Contract award will be made to the vendor offering the carport meeting all specifications at the lowest overall total cost. Delivery must occur within thirty working days of order receipt on an F.O.B. destination basis, with all delivery costs included in the bid pricing. A mandatory pre-bid meeting was held on September 28, 2022, and sealed bids were due October 5, 2022, at 1:00 PM EST, submitted to Thomas P. Hymes at Lakin Correctional Facility, 11264 Ohio River Road, West Columbia, West Virginia 25287.
No set-aside designations for disadvantaged enterprises or specific organizational restrictions are identified in the solicitation documents. However, all vendors must satisfy mandatory financial eligibility requirements established in the West Virginia Purchasing Affidavit, including verification that the vendor is not in default on any monetary obligations owed to the state or political subdivisions, such as payroll taxes, property taxes, sales and use taxes, and workers' compensation liabilities. Vendors must execute the affidavit under penalty of law before a notary public and submit it with their bid proposals. Additionally, vendors must acknowledge receipt of all addenda and submit completed Addendum Acknowledgment Forms with their bids to avoid disqualification. Upon contract award, the successful vendor must provide a performance bond and labor/material payment bond each in the amount of 100% of the contract value, as well as a two-year maintenance bond covering the roofing system, and maintain Builders Risk Insurance equal to 100% of contract value. No specific budget range or award value is disclosed in the solicitation documents, and pricing was to be determined through competitive bid submission using the state-provided Exhibit A Pricing Page.
