About this file

This is a Request for Quotation specification document issued by the West Virginia Division of Corrections and Rehabilitation for Lakin Correctional Center and Jail. The solicitation seeks bids to establish a one-time purchase contract for one metal frame carport meeting specific dimensional and material requirements. The carport must be twelve feet wide, a minimum of thirty feet long, and a minimum of seven feet in height, constructed with a pitched-style roof from fourteen-gauge structural tubing with two-inch heavy duty framing. The carport roof and trim must be green with matching screws, feature no walls to remain open on all four sides, include anchoring hardware for installation on grass-covered ground, and be designed for do-it-yourself installation with no vendor installation required. The specification document does not identify specific response dates, bid due dates, site visit requirements, bidder conferences, or contract award dates within the provided content.

Contract award will be made to the vendor providing the carport meeting all required specifications at the lowest overall total cost. Vendors must complete the Agency-provided Pricing Pages in their entirety, with failure to do so resulting in bid disqualification. Standard order delivery must occur within thirty working days of order receipt on an F.O.B. destination basis, with delivery costs included in the bid pricing and not charged separately for standard orders. The vendor must designate a primary contract manager available during business hours, maintain sufficient inventory, provide quarterly and annual purchase reports, and accept orders through multiple methods including wvOASIS, mail, facsimile, and email. Items failing to meet specifications will be returned at vendor expense with full credit or refund at the Agency's discretion, and vendor default may result in immediate contract cancellation.
