About this opportunity
Lamar Community College, a Colorado community college in Pueblo County, is requesting sealed bids for repair and replacement of the roof and ceiling in the Indoor Arena and Stalls at its Equine Complex, with bids due October 6, 2026, at 1:00 PM MDT. A mandatory pre-bid conference and site tour was held September 10, 2026; requests for clarifications are due September 17, 2026, with final addendum by September 28, 2026.
The scope involves complete removal and disposal of existing metal roofing, deteriorated insulation, and vapor barrier from a pre-engineered metal building, followed by installation of new standing seam metal roofing, insulation, and vapor barrier to meet current building and energy code requirements. The base bid is limited to areas indicated on drawings, with three additive alternates addressing additional work areas. The roofing system is delegated-design, requiring the contractor to engage a qualified professional engineer to design replacement systems meeting specified performance criteria, including standing seam metal panels (basis-of-design Nucor CFR or Ceco Double-Lok with approved equals from Central States Manufacturing, MetlSpan, or Butler Manufacturing), R-30 minimum thermal insulation per ASTM C991, maximum U-factor of 0.035, wind-uplift resistance per UL 580, and 20-year finish and weathertightness warranties. Demolition and reconstruction must occur sequentially within the same workday to maintain weather-tight conditions. The contractor must develop a phasing plan subject to State Code Consultant approval, coordinate with the Owner's event schedule (Spring Horse Show through April 23, 2027; horses and students return August 6, 2027), and store materials off-site at contractor expense until the May 3, 2027 start date.
The estimated contract value is $1,419,477. Construction is anticipated to begin May 3, 2027, and conclude July 20, 2027, with substantial completion required within 80 calendar days from field start and final completion 30 calendar days thereafter. The contractor must schedule 30 calendar days of weather-related work stoppages as float time; weather delays exceeding this allowance are eligible for time extensions at 1.3 calendar days per day unable to work, subject to documentation.
Qualified bidders must demonstrate at least two years of business operation under the same name, proven experience with at least two similar projects exceeding $1,500,000 in hard costs, and demonstrated bonding capability up to $2,000,000. Attendance at the mandatory pre-bid conference is a condition of award. The project is subject to Colorado's Prevailing Wage Statute and Apprenticeship Utilization requirements for mechanical, sheet metal, fire suppression, sprinkler fitting, electrical, and plumbing trades. Colorado labor must perform at least 80% of the work, and preference is given to Colorado resident bidders and Colorado labor. Payment and performance bonds are required at not less than 5% of the total bid. The project is not subject to the Buy Clean Colorado Act. Bidders must submit a bid bond of not less than 5% of total bid. Award intent is anticipated October 8, 2026, with contract approval by October 15, 2026, and notice to proceed by October 19, 2026.
