About this file

This is a specification document for the Lamar Community College Repair Roof and Ceiling, Indoor Arena, and Stalls project (Project Number: 2024-077M23), detailing preparation requirements for reroofing work. The project involves full and partial tear-off of existing metal panel roofing (standing seam and lapped seam products), removal of flashings and counterflashings, and preparation of substrates for new roofing installation. The specification requires a preliminary roofing conference before work begins and mandates that contractors provide photographic or videotape documentation of existing conditions prior to commencing operations. The contractor must coordinate daily with the college, provide a minimum of 72 hours' written notice of activities affecting operations, and ensure that occupants are evacuated from areas below work zones. Weather limitations restrict tear-off operations to only the amount of roofing that can be made watertight within the same workday, and the contractor must maintain roof drainage and prevent debris from blocking drains throughout the project.

The specification establishes an allowance of $4,000 for removal of existing wet insulation and replacement with new insulation, with costs for additional moisture remediation to be adjusted through the Contract Sum or covered under this allowance. The contractor must survey exposed substrates using infrared color thermography per ASTM C1153 and electrical capacitance/impedance testing per ASTM D7954/D7954M to identify entrapped moisture before proceeding. Installer qualifications must be approved by the warrantor of the existing roofing system, and all auxiliary materials must be recommended by the roofing system manufacturer and compatible with both existing and new roofing components. The specification requires contractors to maintain building access, protect adjacent structures and landscaping, maintain existing warranties as non-applicable, and coordinate air-intake equipment shutdown to prevent contamination or activation of smoke detectors during removal operations.
