About this file
This is a Supplementary General Conditions document for Lamar Community College's Repair Roof and Ceiling, Indoor Arena, and Stalls project (Project Number: 2024-077M23). The document modifies the standard State Form SC-6.23 General Conditions of the Contract and establishes specific requirements for contractor performance and supervision. The contractor is required to maintain a superintendent on-site continuously until a Notice of Acceptance is issued or until an alternative timeline is agreed upon by State Buildings Programs.
The document establishes specific provisions regarding time extensions for weather-related delays during the construction period of May 3, 2027 through July 20, 2027. The contractor must incorporate 30 calendar days of expected weather delays into the project schedule as "Float-time" and will not receive automatic time extensions for weather-related work cancellations within this period. For weather delays exceeding the 30-calendar-day allowance or occurring outside the specified timeframe, time extensions will be granted at a rate of 1.3 calendar days for every day the contractor was unable to work due to weather conditions, rounded to the nearest whole calendar day. Extensions require demonstration that conditions were more severe than either the expected parameters for the designated period or the ten-year historical average for the applicable month, supported by Climatological Data from the U.S. Department of Commerce.

SUPPLEMENTARY GENERAL CONDITIONS
(08/21/2026)
The following supplements (listed below) modify, change, delete from or add to the “General Conditions of the Contract” State Form SC-6.23 (Rev. 07/2025). Where any Article, Paragraph, Subparagraph or Clause of the General Conditions of the Contract is so modified, the unaltered provisions shall remain in full force and effect.
1. ADD paragraph to ARTICLE 7. CONTRACTOR’S SUPERINTENDENCE AND
SUPERVISION as follows:
The Contractor shall keep the superintendent diligently on the work site until a
Notice of Acceptance is issued, or until such time as agreed upon by State Buildings Programs.
2. Modify ARTICLE 38 (7th paragraph) as follows:
Extension of the time for completion of the Work will be granted for delays due to weather conditions only when the Contractor demonstrates that such conditions were more severe than an expected 30 calendar days between May 3, 2027 and July 20, 2027.
This 30 calendar days must be incorporated into the Contractor’s on-site construction time-frame, as “Float-time” as defined in the Project Manual Division 01 32 13 “Schedules and Reports”. For weather-related delays outside of this stated time-frame, conditions must be demonstrated to be more severe than those reflected by the ten-year average for the month, as evidenced by the Climatological Data, U.S. Department of Commerce, for the Project are.
3. Modify ARTICLE 38 (8th paragraph) as follows:
Extension of the time for completion of the Work will not be granted for the 30 calendar days of weather-related work cancellations indicated in the paragraph above. Extension of the time for completion for documented weather-related cancellations in excess of those 30 calendar days, or outside of the May 3, 2027 through July 20, 2027 timeframe will be granted on the basis of one and three tenths (1.3) calendar days for every day that the Contractor would have worked but was unable to Work, with each separate extension figured to the nearest whole calendar day.
