About this file

This is a Site Access, Staging and Phasing specification document for Lamar Community College's Repair Roof and Ceiling, Indoor Arena, and Stalls project (Project Number 2024-077M23). The specification outlines allowable access locations, setup procedures, and phasing requirements necessary to maintain required egress routes during demolition and reconstruction activities. The project site will not be available for material storage or on-site mobilization until May 3, 2027. Contractors must develop and submit a comprehensive phasing plan to the Architect and Owner for acceptance, which will subsequently require approval from the State's Code Consultant. The phasing plan must demonstrate the extent and perimeter of demolition and construction activities, ensure public access around affected areas, maintain all required building egress during construction, and identify temporary guard and barrier locations. Site access locations are subject to Owner review and approval, and contractors must coordinate equipment arrivals and material deliveries with Building Staff to avoid interference with normal facility operations. The project involves complete removal and replacement of roofing panels and insulation, requiring that demolition of roofing be scheduled and performed only to the extent that reconstruction can be completed within the same day to prevent the building from remaining open to environmental and weather conditions.

Contractors must store any materials purchased prior to May 3, 2027, in secure, weather-protected off-site locations, with all associated storage and delivery costs included in the bid proposal. Equipment handling requirements include 72 hours' advance notification for any road or entrance blockages, photographing all surfaces to be used for storage prior to work commencement, and restoring affected surfaces to original condition upon project completion. Contractors are prohibited from vehicular traffic in the Geo-Thermal Well Field area located southwest of the building and must obtain utility locates prior to cutting into concealed spaces. Limited water and electricity will be provided by the Owner. All delivered equipment and materials must be secured against theft or vandalism, and setup areas must be kept clean or screened. A disposal chute or complete building-side tarp coverage is required where damage to existing facilities or danger to persons below is possible.
