About this opportunity

The New Hampshire Department of Environmental Services (NHDES) Winnipesaukee River Basin Program (WRBP) is issuing a Request for Proposals for lawn maintenance services to support operations at 11 regional wastewater facilities located across Laconia, Belmont, Franklin, and Gilford. The procurement encompasses grass mowing, string trimming around building perimeters and structures, and annual fall debris cleanup services across a three-year contract period from July 1, 2026, through June 30, 2029. Services are required at minimum every other week during the growing season, with mowing operations limited to May 1 through November 30 annually, estimated at approximately 15 mowing events per fiscal year, and fall cleanup completion required by November 7 each year. The contractor must maintain all facilities in a professional manner free of sticks, leaves, and natural debris with proper off-site disposal of clippings and materials, perform all work in compliance with local, state, and federal regulations using best modern trade practices, and provide all labor, materials, equipment, transportation, and debris disposal at the contractor's sole expense. Required qualifications include current registration and good standing with the New Hampshire Secretary of State's Office, commercial general liability insurance of not less than $1,000,000 per occurrence and $2,000,000 aggregate, workers' compensation insurance where applicable, and submission of a corporate resolution and Certificate of Good Standing prior to contract execution. The contract will be awarded to the lowest qualified bidder based on total cost across all three fiscal years, with pricing submitted on a per-mowing-event basis plus separate annual fall cleanup costs. Proposals must be received by 3:00 PM on April 17, 2026, submitted to the WRBP Maintenance Shop at 202 Water Street, Laconia, NH 03246, or via email to joseph.a.irving@des.nh.gov, and contractors are strongly encouraged to conduct site visits prior to proposal submission to evaluate access and effort requirements.

No set-aside designations or restrictions specific to disadvantaged enterprises are identified in the procurement documentation. No incumbent vendors or current contractors are referenced in the available materials. Contractors will be required to execute a standard state service contract (P-37 form) upon selection, with contract processing through NHDES and the Governor and Executive Council typically requiring eight to twelve weeks. The WRBP reserves the right to waive minor discrepancies, award the contract in its best interest, and reject any contractor not registered with the State of New Hampshire within 14 days of receiving notice of intent to award. While specific budget values are not disclosed in the RFP materials, the contract value will be determined by the lowest qualified bid submitted, with payment made only for actual completed events at the proposed per-event rate multiplied by up to 15 mowing events annually plus annual fall cleanup costs across the three-year contract term.
