About this file
This is Addendum #1 to Request for Proposals DES 2026-17 issued by the New Hampshire Department of Environmental Services' Winnipesaukee River Basin Program (WRBP) for lawn maintenance services. The WRBP seeks qualified contractors to provide mowing, trimming, and related lawn maintenance at twelve facilities located in Laconia, Belmont, Franklin, and Gilford. Services include grass mowing, string trimming around building perimeters and structures, and annual fall debris cleanup across a three-year contract period from July 1, 2026, through June 30, 2029. Mowing operations are required at minimum every other week during the growing season, with work limited to May 1 through November 30 annually, estimated at approximately 15 mowing events per fiscal year, and fall cleanup completion required by November 7 each year. Proposals must be received by 3:00 PM on April 17, 2026, submitted to the WRBP Maintenance Shop at 202 Water Street, Laconia, NH 03246, or via email to joseph.a.irving@des.nh.gov. Contractors are strongly encouraged to conduct site visits prior to proposal submission to evaluate access and effort requirements.
The contract will be awarded to the lowest qualified bidder based on total cost across all three fiscal years, with pricing submitted on a per-mowing-event basis plus separate annual fall cleanup costs. Qualified contractors must maintain current registration and good standing with the New Hampshire Secretary of State's Office, provide commercial general liability insurance of not less than $1,000,000 per occurrence and $2,000,000 aggregate, and provide workers' compensation insurance where applicable. No set-aside designations for disadvantaged enterprises are identified, and no incumbent vendors are referenced. All labor, materials, equipment, transportation, and debris disposal are at the contractor's sole expense. Upon contract award, contractors must execute a standard state service contract (P-37 form), with processing through NHDES and the Governor and Executive Council typically requiring eight to twelve weeks. The WRBP reserves the right to waive minor discrepancies, award the contract in its best interest, and reject any contractor not registered with the State of New Hampshire within 14 days of receiving notice of intent to award.
