About this opportunity
Denton County, Texas is issuing Invitation to Bid (ITB #25-2894) for Language and American Sign Language (ASL) Interpretation services to support emergency operations and ensure equitable access to critical information for all residents. The County seeks qualified contractors to provide real-time interpretation, written translation, and operational support services in multiple languages including Spanish, ASL, Vietnamese, Korean, Chinese (Mandarin/Cantonese), Hindi, Urdu, Arabic, Tagalog/Filipino, Burmese, and Khmer. Services must be delivered on-site, remotely via platforms such as Zoom or Microsoft Teams, or through hybrid delivery methods, with 24/7 availability during emergency activations and a one-hour response time requirement. All interpreters and translators must be certified in their respective languages, demonstrate fluency in English and target languages, and meet ADA compliance standards. The contract period will run from the award date through May 31, 2027, with four optional one-year renewal terms available at the Commissioners Court's discretion. Questions may be submitted from April 3, 2026 at 5:00 PM CDT through April 15, 2026 at 2:00 PM CDT, with bids due electronically through the Denton County Bonfire Portal or as hard copies to the Purchasing Department by April 23, 2026 at 2:00 PM CDT. Bidders must submit a completed BidTable, three references, a Vendor Acknowledgment Form, and a mandatory Mandatory Requirements Questionnaire in Excel format.
Denton County will make good faith efforts to increase contract awards to Historically Underutilized Business (HUB) vendors, indicating a set-aside preference for disadvantaged enterprises. All bid prices must be all-inclusive with no additional fees or surcharges unless expressly stated in the contract, with compensation based on actual services rendered on an as-needed basis. The successful bidder must provide evidence of Worker's Compensation insurance, public liability and property damage insurance with minimum combined coverage of $500,000 per occurrence, and comprehensive automobile and truck liability insurance with minimum limits of $300,000 for bodily injury and $300,000 for property damage, to be submitted within ten days of award notification. The contract is subject to federal FEMA requirements and funding, including compliance with the Build America, Buy America Act for domestic preferences on infrastructure projects. Specific budget ranges or award values are not disclosed in the procurement documents; however, quantities are estimated on an as-needed basis with final costs dependent upon actual services rendered during the contract period.
