About this opportunity
The Colorado Department of Public Health and Environment (CDPHE) Hazardous Materials and Waste Management Division issued Request for Qualifications (RFQ) FAAA 2017000027 for lead remediation services to support the Lake County Community Health Program (LCCHP) in Kit Carson County and Denver City, Colorado. This procurement seeks qualified residential lead abatement contractors to be placed on a qualified vendor list for a maximum five-year period to address lead contamination at residential properties in the Leadville area affecting children ages 1-6 and pregnant or nursing women with elevated blood lead levels. The scope of work encompasses remediating lead from soil, dust, interior paint, and exterior paint; disposing of all lead-containing materials at the Lake County Solid Waste Landfill; coordinating with utility companies; implementing site controls and safety measures; and submitting comprehensive final reports. Soil remediation may include removal, replacement, containment, or construction of diversion structures, while dust and paint remediation activities include abatement, removal, stabilization, encapsulation, enclosure, and friction and impact surface treatments, with final soil contamination not exceeding 3,500 mg/kg and dust meeting specified clearance standards. Qualified contractors must demonstrate successful completion of at least three previous residential lead abatement projects, provide OSHA 40-hour HAZWOPER training certification for all staff (mandatory due to Superfund Site designation), possess accredited lead-based paint abatement worker training and accredited supervisor training, and maintain a state-certified lead-based paint abatement supervisor on staff. Statements of Qualifications were due June 5, 2017 at 2:00 PM, with acceptance notifications expected June 9, 2017, and an inquiry deadline of May 26, 2017. Evaluation occurs on a pass/fail basis, and subsequent project awards will be based on documented quotes from qualified contractors considering price, proposed materials, and ability to meet project schedules, typically requiring work to commence no earlier than June 1 and complete by September 30 due to Leadville's short construction season.
The RFQ does not identify set-aside designations or disadvantaged enterprise restrictions based on the available solicitation documents. There are no listed incumbent vendors or current contractors identified in the procurement materials. Contractors must maintain Workers' Compensation Insurance, Commercial General Liability Insurance with minimum limits of $1,000,000 per occurrence and aggregate, and Automobile Liability Insurance with combined single limits of $1,000,000, with the State of Colorado named as additional insured. Contractors and all site personnel must comply with mandatory special contract conditions issued by CDPHE, including prohibitions on smoking, restrictions on eating and drinking to outside the home only, prohibition of noise before 8:00 A.M., standard working hours Monday through Friday from 8:00 A.M. to 5:00 P.M. with potential for extended hours with 72-hour notice, and mandatory presence of the CDPHE Project Manager or Oversight Contractor from Gobbell Hays Partners, Inc. before site access and work initiation. All work must comply with LCCHP Phase 2 Work Plan guidelines, OSHA Construction Standards, OSHA Lead Standard 1926.62, EPA regulations, and CDPHE Air Pollution Control Division regulations. No pricing information or award values are contained in the qualification phase documents, as subsequent project awards will be based on competitive bidding among qualified contractors following acceptance to the vendor list.
