About this file

This is an Addendum to a Request for Qualifications (RFQ) issued by the Colorado Department of Public Health and Environment (CDPHE) for RFQ FAAA 201700027, Lake County Lead Remediation Vendor services. The document addresses solicitation questions and answers related to staffing qualifications for lead abatement work in Lake County Community Health Services (LC-102). The primary requirement clarification concerns mandatory 40-hour OSHA HAZWOPER (Hazardous Waste Operations and Emergency Response) training for all staff performing work on the project, which is being conducted as part of a Superfund Site remediation effort.

According to CDPHE's answer to the bidder inquiry, the 40-hour OSHA HAZWOPER training requirement is mandated by the Environmental Protection Agency (EPA) due to the work being performed under the Superfund Site designation. Failure to meet this qualification will result in an automatic failing evaluation, making it a non-waivable requirement for all personnel assigned to the project. This represents a distinction from previous Lake County lead abatement RFQs and vendors must ensure full compliance with this training certification before proposal submission.

SOLICITATION NAME:_Lake Count Lead Remediation

Vendor Question #1. The RFQ FAAA 201700027 Lake County Community Health

Services LC-102 indicates that all staff must have completed 40-hour OSHA HAZWOPER training. This is a requirement we haven’t seen on previous RFQ’s for Lake County Lead abatement. If this qualification is not met, will we be evaluated as failing?

CDPHE Answer #1. According to the EPA, because the work is being done as part of the Superfund Site, the 40-hour OSHA Hazwoper training is required. If this qualification is not met, it will be evaluated as failing.
