About this file

This is a Statement of Work (SOW) for the Lake County Lead Contamination Remediation project involving the Colorado Department of Public Health and Environment (CDPHE) and the Lake County Community Health Program (LCCHP). The project aims to remediate lead contamination from residential properties in Lake County, Colorado, for children ages 1-6 years old and pregnant and nursing women who have tested positive for elevated blood lead levels at or above 10 µg/dL. The CDPHE Project Manager will distribute site plans to qualified contractors, who will submit proposals detailing costs, materials, and timelines for remediation activities. The contractor with the most competitive proposal regarding cost, materials, and timeline will be selected to perform the work. The scope of work includes remediating lead from soil, dust, interior paint, and exterior paint as specified in individual site plans; disposing of all lead-containing materials (LCM) at the Lake County Solid Waste Landfill with proper documentation; and submitting a comprehensive final report detailing all remediation activities performed.

The contractor must comply with all requirements in the LCCHP Work Plan Phase 2, maintain clean access to residences throughout remediation, coordinate with local utility companies before excavation, use water applications to minimize fugitive dust emissions, and perform hand excavation in areas susceptible to heavy equipment damage. Soil remediation may include removal, replacement with lead-free soil, containment, or construction of diversion structures to reduce erosion. Dust and paint remediation activities are specified in site plans and may include abatement, removal, stabilization, encapsulation, enclosure, friction and impact surface treatments, or replacement with lead-free alternatives. The contractor is responsible for implementing appropriate site controls including warning signs, barriers, and ventilation system shutdowns to protect resident health and safety. Upon completion, soil must test below 3,500 mg/kg lead concentration and dust must meet specified standards, with the expected result being reduced blood lead levels in affected residents.

I. Project Description:

This project serves to remediate lead from properties identifiedin Lake County Colorado. The Lake County

Community Health Program (LCCHP) currently screens children 1-6 years old and pregnant and nursing women on a voluntary basis for elevated blood lead levels. If a mother or child has an elevated blood lead level at or above ten (10) µg/dL an environmental investigation is conducted and a site plan is created for properties that require lead remediation. This project will use qualified contractors to carry out the activites identified in site plans for properties identified as requiring remediation to lower elevated blood lead levels in children and pregnant and nursing women. The Colorado Department of Public Health and Environment (CDPHE) Project Manager will email site plans for identified properties to qualified contractors to determine the costs and timeline required for each qualified contractor to complete the work as specified in the site plan. The CDPHE Project Manager will then work with the Contractor who had the best proposal in terms of costs, materials, and the timeline to complete the remediation activities identified in the site plan.

Goal #1: To lower elevated blood lead levels in affected children and pregnant and nursing women.

Objective #1: To quickly remediate lead contamination from identified properties.

Primary Activity #1

1. The Contractor shall remediate lead from identified properties as described in each site plan.

Sub-Activities #1

1. The Contractor shall remediate lead from the soil as specified in the site plan.

2. The Contractor shall remediate lead from the dust as specified in the site plan.

3. The Contractor shall remediate lead from the interior paint as specified in the site plan.

4. The Contractor shall remediate lead from the exterior paint as specified in the site plan.

5. The Contractor shall dispose of all household LCM removed from a property at the Lake

County Solid Waste Landfill and obtain documentation of disposed waste.

Primary Activity #2

1. The Contractor shall create and submit a final report.

Standards and

Requirements

1. The content of electronic documents located on CDPHE and non-CDPHE websites and information contained on CDPHE and non-CDPHE websites may be updated periodically during the contract term. The contractor shall monitor documents and website content for updates and comply with all updates.

2. The Contractor shall comply with the requirements stated in the Work Plan for the

Lake County Community Health Program Phase 2. This document is incorporated and made part of this contract by reference and is available on the following website https://www.epa.gov/sites/production/files/documents/LCCHPWorkplanMarch09.pdf

3. The Contractor shall comply with the certification requirements of the LCCHP Work

Plan.

4. The Contractor shall provide clean access to the residence at all times during remediation. Clean access means the resident will not have to walk through soil prior to entering the home and appropriate barrier systems will be erected in the house during dust and interior paint remediation.

5. The Contractor shall coordinate with local utility companies to locate electrical, water, sewer, gas, cable, and phone lines prior to any excavation activities.

6. The Contractor shall remediate soil as specified in the site plan. Soil remediation activities specified in site plans may include any of the following activities, none of these activities, or a combination of the following activities:

a. The removal of soil to the LCCHP soil repository

b. The replacement of lead contimanted soil with lead free soil

c. The containment of soil

d. The construction of diversion structures in order to reduce soil erosion

7. The Contract shall use water applications to minimize the potential of fugitive dust emissions during soil remediation.

8. The Contractor shall excavate by hand all areas susceptible to damage from heavy equipment operations.

9. The Contractor shall remediate dust as specified in the site plan. Dust remediation activities specified in site plans may include any of the following activities, none of these activities, or a combination of the following activities:

e. The abatement of dust

f. The removal of dust

10. The Contractor shall remediate interior/exterior paint as specified in the site plan. Paint remediation activities specified in site plans may include any of the following activities, none of these activities, or a combination of the following activities:
