About this opportunity

The Texas General Land Office is requesting proposals for coastal construction services on the Laguna Vista Spoil Island Protection project in Cameron County, with proposals due August 28, 2026 at 2:00 p.m. Central Time. A VetHUB Subcontracting Plan is required as part of the submission.

The scope encompasses approximately 1,475 linear feet of rubble mound structure, 130 linear feet of erosion control features, and 7,270 cubic yards of sand fill to protect and enhance rookery island habitat within the Lower Laguna Madre. All labor, materials, tools, equipment, insurance, bonds, and incidental services are included; work entails mobilization, environmental protection, construction surveying, aerial imagery, dredging flotation access if needed, rubble mound placement, stone baffling structures, fill material placement, grading, and site cleanup. Construction duration is estimated at 180 to 243 calendar days, accounting for nesting season restrictions on the active bird rookery island. Performance and payment bonds are required.

The approximate cost range is $3,331,320.00 to $3,664,452.00. Funding derives from Natural Resource Damage Assessment (NRDA) and Gulf of Mexico Energy Security Act (GOMESA) mechanisms. Contract award is anticipated September 4, 2026, with contract execution by September 30, 2026. Liquidated damages are assessed at $500.00 per day for failure to achieve substantial completion within contract time.

Minimum qualifications include three years of recent coastal construction experience, demonstrated ability to meet completion dates, and relevant experience in excavation and fill placement in shallow water environments for similar projects completed within the last five years. The GLO will award based on best value: cost (40%), demonstrated relevant experience and past performance (25%), technical proposal including methodology and schedule (25%), overall responsiveness and organization (5%), and safety record with quality and cost control programs (5%).

An optional virtual pre-proposal conference is scheduled for August 18, 2026 at 11:30 a.m. Central Time via Zoom. Respondents must submit a completed Financial Statement Components Worksheet within three business days of receiving a Notice of Intent to Award.
