About this opportunity

The City of Scranton, located in Lackawanna County, Pennsylvania, is seeking sealed bids for the Lackawanna Avenue Streetscape project, a comprehensive urban infrastructure improvement initiative. The project encompasses streetscape enhancements along Lackawanna Avenue from Adams Avenue to Biden Street, including full-depth pavement reconstruction, installation of period lighting, curb and sidewalk replacement, traffic signal upgrades, and landscaping. Key deliverables include constructing a retaining wall, planting trees, implementing pedestrian and traffic control measures, and restoring pavement and line striping. Bidders must submit proposals electronically through the City's e-Procurement Portal by 10:00 am on Wednesday, September 10, 2025, with a bid opening to be conducted in City Council Chambers and livestreamed on YouTube. All technical questions and clarification requests must be submitted via the portal's Q&A feature by 11:59 pm on Friday, August 29, 2025. Prospective bidders are required to register on the portal, follow the project to receive addenda notifications, and must have a minimum of 5 years of experience under their current business name.

The procurement does not explicitly outline specific set-aside designations for disadvantaged enterprises, though bidders must provide various certifications including affirmative action documentation. Contractors will be required to submit a bid bond of 10% of the contract amount, with performance and payment bonds of 100% to be provided upon award. While no specific budget range is explicitly stated in the documents, the comprehensive nature of the project and the detailed technical specifications suggest a significant municipal infrastructure investment. The project will require compliance with Pennsylvania Department of Transportation (PennDOT) Publication 408 Specifications and involves complex technical requirements including utility relocations, traffic signal installations, and multimodal intersection improvements. Bidders must provide proof of relevant registrations, certifications, and licenses, and demonstrate capability to integrate new infrastructure with existing urban systems. The contract will remain in effect until the satisfactory completion of the project, with pricing to be determined through a detailed line-item bid schedule covering various construction activities.
