About this opportunity

The City of Pasadena, Department of Public Works is seeking a qualified contractor for the La Pintoresca Library Windows Replacement Project, a public works project under Labor Code Section 1771. The project involves replacing glass and sash for 58 existing windows at the historic La Pintoresca library, originally built in 1930 and designated as a historic building in 1986. The scope of work requires in-kind window replacement, maintaining all existing window features including headers, sills, jambs, and casings, with the contractor responsible for staining the interior wood sash and painting the exterior side. The contractor must obtain necessary permits from the Pasadena permit center, schedule and complete inspections with the city's building & safety, planning, and historic review divisions, and secure a final certificate of occupancy. Key deliverables include using Sapele Mahogany wood sashes with specific divided light configurations, single-glazed 3/16" tempered clear glass, and reinstalling existing security bars after window replacement. The proposal is due on October 21, 2025, with the project posted on September 23, 2025.

The contract opportunity does not explicitly specify set-aside designations or restrictions for disadvantaged enterprises. Contractors must complete several mandatory forms, including a Unique Entity ID (UEI) from SAM.gov, a Contractor Verification form, and a Declaration of Eligibility to Contract that ensures compliance with California Labor Code Section 1777.1 and Public Contract Code Section 6109. While no specific budget range is detailed in the documents, contractors must provide a Faithful Performance Bond and a Material and Labor Bond to guarantee project completion and payment to subcontractors. The project requires comprehensive documentation, including a Relevant Experience Form demonstrating five previous similar projects, and compliance with the Pasadena Living Wage Ordinance. Contractors must also complete workforce utilization forms and a non-collusion declaration, indicating a rigorous vetting process for potential bidders. The project follows the 2022 California Historical Building Code and will require careful attention to preserving the historic integrity of the library.
